City Council Regular Meeting

CITY OF STAR COUNCIL MEETING February 17, 1998     The Star City Council met in Special session on February 17, 1998. Mayor Watson presiding. Roll call: Amsden, Kirtley, Winkle, Embury. Ross, O'Connor Mayor Watson declared this special meeting is called to discuss a moratorium resolution Moved by Amsden and seconded to adopt Resolution 98-3, A Resolution of the Star City Council Requesting the Board of Commissioners of Ada County, Idaho to Adopt, Pursuant to Section 67-6523, Idaho Code, a Moratorium on the Issuance of Permits for Commercial Mining Operations within a Specified Area contiguous to the City of Star; and Providing an Effective Date. Discussion regarding the motion: The resolution should read “Gavel Pits” rather than “Commercial Mining Operations”, a definition that is not included in Ada County Code. Questions regarding the validity of this resolution and whether or not it can have an impact were brought up and discussed. Jeff Patlovich, Ada County Development Services Director, outlined the process of the powers to determine use of land through an approved comprehensive plan by the City and County. Moved by Embury and seconded by O’Connor to amend the motion to omit the wording “Commercial Mining Operations” and substitute “Gravel Pits” and adopt the resolution with those changes.
