City Council Special Meeting

CITY OF STAR COUNCIL MEETING     The Star City Council met in Special session on February 10, 1998. Mayor Watson presiding. Roll call: Amsden, Kirtley, Winkle, Embury. Absent: Ross, O'Connor CONSIDERATION OF CITIZENS PETITION REQUEST: Bruce Smith, attorney representing Phillips Bros. Cattle Co. spoke regarding the opposition to the proposed gravel pit. Mr. Smith reminded Council that the issue has gone through the public hearing process and is now before the Commissioners for decision. Mike Moore presented the Council with a letter outlining the procedures and requirements of a moratorium Jeff Patlivoch, Ada County Director proposed sending the Council the agenda items within 1000 ft. of the boundaries of the City of Star for review, but reminded the Council that they have adopted the Ada County Code and Comprehensive Plan. He concluded that any plans for a moratorium on applications would be appropriate before the applications are accepted by the county, but not while they are in the process. INDEMNIFICATION AGREEMENT: Mike Moore asked that the issue be tabled until the March 3rd meeting. BUDGET WORKSHOP: A final draft of the budget was presented to Council. After discussion and review of the draft a motion was made by Kirtley and seconded by Winkle to publish notice of a public hearing regarding the budget and schedule the hearing for March 3, 1998. All aye: Motion carried. Moved by Kirtley and seconded by Winkle to adjourn the meeting.
