CITY OF STAR
SPECIAL
COUNCIL MEETING
August 12, 1998
The Star City Council met in Special session on July 15, 1998. Mayor Watson presiding.
Roll call: Kirtley, O'Connor, Embury, Ross, Winkle. Absent: Amsden
BUDGET WORKSHOP: Discussion regarding the proposed budget included the property tax
portion of the budget, future budget considerations, capital outlay, and inspector fees. Testimony
regarding the budget was heard from Dennis Stegenga and Gail Glasgow. Moved by Winkle and
seconded by Ross to publish the proposed budget as presented and to set the public hearing date
for August 25, 1998. Aye: Kirtley, O’Connor, Ross, Winkle. Abstain: Embury. Motion
carried.
PERSONNEL: The City Clerk introduced proposals from Whitman Associates for building,
electrical, mechanical and plumbing inspectors and AJ Associates, Inc. for engineering services
for the city on an interim basis, until contracts could be put before the Council. Mayor Watson
nominated Whitman & Associates and AJ Associates, Inc. and asked the Council to confirm the
nomination. Moved by Ross to confirm the nominations with a provision when negotiations
proceed the electrical, mechanical and plumbing inspectors would not exceed 67% revenue. The
motion died for lack of the second.
Moved by Embury and seconded by Winkle to accept the proposals as written for an interim
period of 120 days, and within the 120 days to negotiate and complete contracts for those
positions. All aye: motion carried.
ZONING ADMINISTRATOR: Moved by Kirtley and seconded by O’Connor to appoint Barbara
Montgomery as the Star Zoning Administrator. All aye: motion carried.
ORDINANCES AND RESOLUTIONS
Resolution No. 98-8 Modifying the Ada Planning Association Articles of Agreement. Moved by
Winkle and seconded by Kirtley to adopt the resolution as presented. All aye: motion carried.
Ordinance No. 14: An Ordinance of the City of Star, Idaho, adopting the current edition of the
Uniform Plumbing Code, including installation standards contained in Appendix I, regulating
and controlling the installation, alteration, repair, location, relocation, replacement, addition to,
use or maintenance of and plumbing system in the City of Star; providing for the issuance of
permits and collection of fees therefore; and providing an effective date. Moved by Winkle and
seconded by Kirtley that pursuant to Idaho Code, Section 50-902 the rule requiring an ordinance
to be read on three different days, with one reading to be in full, be dispensed with and that
Ordinance No. 14 be considered after reading once by title only. All aye: motion carried.
Moved by Winkle and seconded by Kirtley to adopt Ordinance No. 14 as presented. Roll call on
the motion resulted as follows: Aye: Kirtley, O'Connor, Embury, Ross, Winkle. Motion carried.
Ordinance No. 15: An Ordinance of the City of Star, Idaho, adopting the current edition of the
Uniform Mechanical Code, regulating and controlling the design, construction, quality of
materials, erection, installation, alteration, repair, location, relocation, replacement, addition to,
use or maintenance of heating, ventilating, cooling, refrigeration systems, incinerators, or other
miscellaneous heat-producing appliances in the City of Star, Idaho; providing for the issuance of
permits and collection of fees therefore; and providing an effective date. Moved by Winkle and
seconded by Kirtley that pursuant to Idaho Code, Section 50-902 the rule requiring an ordinance
to be read on three different days, with one reading to be in full, be dispensed with and that
Ordinance No. 15 be considered after reading once by title only. All aye: motion carried. Moved
by Ross and seconded by O’Connor to adopt Ordinance No. 15 as presented. Roll call on the
motion resulted as follows: Aye: Kirtley, O'Connor, Embury, Ross, Winkle. Motion carried.
Ordinance No. 16: An Ordinance of the City of Star, Idaho, adopting the current edition of the
National Electrical Code. Tabled until the next regularly scheduled meeting.
Moved by Kirtley and seconded by O’Connor to adjourn the meeting. The time was 8:30 p.m.
