CITY OF STAR COUNCIL MINUTES APRIL 3, 2001 A regular meeting of the Star City Council was called to order by Mayor Gussie O’Connor on April 3, 2000 at 7:00 pm at the Star Fire Department. Roll Call: Glasgow, Dias, Stegenga: Benedict arrived at 7:30 pm. Approval of Minutes: Glasgow moved to approve the March 19, 2000 minutes as written, Stegenga seconded the motion. All aye: motion carried. Unfinished Business: A. Findings of Facts & Conclusions – Avalon Springs: Glasgow moved, seconded by Dias to approve the Findings of Facts & Conclusions for Avalon Springs. All aye: motion carried. B. Ordinance No. 53 – Annexation/Zone of Avalon Springs: It was moved by Stegenga, seconded by Dias that pursuant to Idaho Code, Section 50-902 the rule requiring an ordinance to be read on three different days, with one reading to be in full, be dispensed with and that Ordinance No. 53 be considered after reading once by title only. All aye: motion carried. It was moved by Glasgow to adopt Ordinance No. 53, an Ordinance annexing to the City of Star certain real property located in the unincorporated area of Ada County, Idaho, and contiguous to the city of Star; establishing the zoning classification of the annexed property as R-4 medium density residential district; directing that certified copies of this ordinance be filed as provided by law; providing for related matters; and providing an effective date. Stegenga seconded the motion. Roll Call: Glasgow –aye; Dias –aye; Stegenga –aye. Motion carried. C. Mayor’s appointment of Zoning Administrator - Mayor O’Connor appointed Mary Berent as Zoning Administrator for one year. It was moved by Stegenga to accept the Mayor’s appointment of Mary Berent as Zoning Administrator for one year. Dias seconded the motion. All aye: motion carried. D. Transportation Committee – Street Lights: Glasgow showed the Council a map of where the Committee had looked at placing street lights in Star. Discussion was held on different lights for State Street and the wattage. Stegenga moved to proceed with the street lights as designated by the map with 200 watt lights at intersections and 100 watt lights at mid block. Dias seconded the motion. All aye: motion carried. New Business: A. Community Forrester – Debbie Cook: Cook stated that she was the Community Forrester with the Department of Lands. Cook works with the public to procure grants for purchasing and maintaining trees. Cook discussed different grant options available to cities and qualifications for Tree City USA. 1 Reports: A. Mayor’s Report - The Mayor discussed the Council Strategic Planning session that will be held at the Eagle Library on April 21st from 9:00 am to 3:00 pm. A tentative agenda has been given out and the Mayor would like the Council to give their input on the items to be addressed. The Mayor attended an Ada County Highway District meeting. She gave testimony regarding the re-construction of Star Road and keeping it on the five-year plan. The Mayor reminded all of the Zoning Workshop on the 5th at the Senior Center at 6:30 pm. The Mayor gave out flyers on different seminars to the Council and stated that if anyone wanted to attend to let the City Clerk know. B. Council Reports – Dias reported that the next Parks & Recreation meeting will be held on April 12th at 6:00 pm at the Library. The next Sewer & Water meeting will be held on the 17th at the Fire Station. Glasgow discussed the need for other poles for the street lights. Information on poles/light fixtures/base information was handed out. The Mayor asked that the Committee bring the Council their three choices for selection of poles/bases/light fixtures. Glasgow presented a map of proposed additional roads in Star. Discussion was held on adding this map to the Comprehensive Plan. Benedict had nothing to report. Stegenga stated that he attended the Sewer & Water meeting, they discussed adding the Equal Employment Statement and discussed the ADA stamp. Stegenga also attended the ACHD meeting along with the Mayor, Stegenga gave testimony on reconstruction of Star Road. Stegenga has attended several meetings regarding the I-84 corridor and noise mitigation. Stegenga stated that there may be money coming to do a study of the River Crossing at Highway 16. C. Attorney’s Report - Moore stated that he hoped to have an appraisal report by the next Council meeting. Claims Against the City: Glasgow moved to approve the claims against the City for March 2001, Dias seconded the motion. All aye: motion carried. Adjournment: Dias moved to adjourn the meeting, Stegenga seconded the motion. All aye. Meeting was adjourned at 8:05 pm.
