COUNCIL MINUTES
May 1, 2001
A regular meeting of the Star City Council was called to order by Mayor Gussie
O’Connor on May 1, 2001 at 7:00 pm at the Star Fire Station.
Roll Call: Benedict, Stegenga, Dias and Glasgow – all were present.
Approval of Minutes: It was moved by Dias, seconded by Glasgow to approve the
minutes as written of April 3, 2001. All aye: motion carried.
Public Input: Allan Hodge of Coldwell Bankers stated he was at the meeting on behalf
of Kinsley’s and would like to know if it was possible to amend the Comprehensive Plan
for a piece of property outside the City limits that is zoned industrial. His client is
interested in a zoning of residential with the appropriate buffering.
Mike Moore, City Attorney stated that the Council should not comment on this subject,
because there has been no notices to the public on the matter, but could discuss the issue
when a proper application was brought before them. An issue of concern for the Council
was the airstrip which is now in Court. Mr. Hodge stated that the airstrip would go away
under the proposed development.
Unfinished Business:
A. Appraisal Report – Moore stated that this would be discussed in Executive
Session.
B. Findings of Fact and Conclusion of Law – Rockbridge Subdivsion – Stegenga
stated that there were changes that needed to be made. Page 7 Council
decision the word “approval” needs to be added; Chapter 4 needs to be added
to #2 under Standard Requirements; an extra number is found needs to be
removed and the date of the application needs to be changed to May 2, 2001.
Stegenga moved to approve the Findings of Fact & Conclusions of Law on the
Rockbridge Subdivision as corrected. Dias seconded the motion. Stegenga
stated that the Findings were for the last nine acres to be annexed. All aye:
motion carried.
C. Findings of Fact and Conclusion of Law – Waterview Subdivision – Stegenga
stated that there were changes that need to be made. Chapter 4 needs to be
added to #2 under Standard Requirements; an extra number is found that
needs to be removed and the date of the application needs to be changed to
May 2, 2001. Stegenga moved to approve the Findings of Fact and
Conclusions of Law for the Waterview Subdivision as corrected. Dias
seconded the motion. All aye: motion carried.
New Business:

A. Request for time extension for Waterview Estates Subdivision – Discussion
was held on the road going through the subdivision and a light plan which
needs to be supplied. Benedict moved, seconded by Stegenga to approve the
time extension on Waterview Estates Subdivision for one year. All aye:
motion carried.
Ordinances & Resolutions:
A. Ordinance No. 54 Keller Property Annexation – First reading only. Stegenga
read by title only: Ordinance No. 54, An Ordinance amending Section 2 of
Ordinance No. 51, adopted by the Mayor and Council of the City of Star on
February 19, 2001, to correct the legal description of property annexed to the
City of Star; excluding from the boundaries of the City certain territory not
included in the corrected legal description; and providing an effective date.
B. Ordinance No. 55 Rockbridge Subdivision Annexation & Zone – First reading
only. Glasgow read by title only: Ordinance No. 55, An ordinance annexing
to the City of Star certain real property located I the unincorporated area of
Ada County, Idaho, and contiguous to the City of Star; establishing the zoning
classification of the annexed property as R-4 medium-density residential
district; directing that certified copies of this Ordinance be filed as provided
by law; providing for related matters; and providing an effective date.
Reports:
A. Mayor’s Report - The Mayor discussed the Council Retreat that was held on
April 21st at the Eagle Library. She is pursuing a proposal by Idaho Economic
Development to do a review of the City of Star. The Mayor reminded the
Council of the Associated Idaho Cities Conference coming up and encouraged
all to attend.
B. Council Reports –
Dias stated that Parks & Recreation Committee met on April 12, 2001,
minutes and agenda have been handed out. The next meeting will be on May
23rd at 6:00 pm.
There will be a historic slide show on the City of Star on May 7th at 7:00 pm
at the Fire Station for all that are interested.
Glasgow stated that the Transportation Committee met a week ago with a
representative from Ada County Highway District and discussed Star Road –
it will be straightened through realignment on the West side, a signal light will
also be installed at Star & State Streets. Glasgow encouraged the public to
look at street light examples at City Hall and let the Transportation Committee
know what the public wanted.
Benedict asked about the Mule Days Committee charging extra fees for
vendors. The Attorney will write up a Resolution for this. Benedict stated
that the Library is going after a grant but needs to partner with another agency

and may be contacting the City. Mule Days Minutes have been included in
Council packets. Information from the Meridian School District will be
available for the Council to review. Benedict has found the information on
the Gem Committee and will be scheduling a meeting soon.
Stegenga discussed the COMPASS meeting he attended. COMPASS may be
relocating their office to the Meridian area.
C. Attorney’s Report – Moore stated that the motions concerning the appeal on
the airstrip outside Star were argued in court yesterday. There should be a
decision within 30 days on the motion to dismiss the City. The Mayor
attended the hearing.
D. Clerk’s Report – Lambert asked the Council to please let her know as soon as
possible about wanting to attend the AIC Conference. Council
information/mail will be put in the library on Fridays for all to pick up.
Claims Against the City: Glasgow moved to approve the Claims Against the City for
the month of April 2001, Dias seconded the motion. All aye: motion carried.
Executive Session: Glasgow moved to go into Executive Session pursuant ICS 67-
2345(1)(c) Real Property Negotiations, Stegenga seconded the motion. All aye: motion
carried.
Executive Session Decision: Glasgow moved to instruct the Attorney to do a title search
and schedule a public hearing in June for budget amendments regarding this property.
Stegenga seconded the motion. All aye: motion carried.
Adjournment: Dias moved to adjourn the meeting, Benedict seconded the motion. All
aye: motion carried. The meeting was adjourned at 8:30 pm.
