CITY OF STAR COUNCIL MEETING MINUTES AUGUST 7th, 2001 A regular meeting of the Star City Council was held on August 7th, 2001 at 7:00 pm at the Star Fire Station, Mayor Gussie O’Connor presiding. ROLL CALL: Glasgow, Benedict, Stegenga, Dias present. MINUTES: A. July 23, 2001 Regular Meeting Minutes - Benedict moved to approve the meeting minutes of July 23, 2001, seconded by Dias with the following correction: page 2 the word “the” in “for the fee” needs to be moved. All aye: motion carried. B. July 19, 2001 Budget Workshop Minutes – Stegenga moved to approve the Budget Workshop Minutes as submitted, seconded by Glasgow. All aye: motion carried. PUBLIC INPUT: Brad Carlson, 960 S Main, Star, Idaho – stated that he is having a problem down by the river near the bridge. People are starting to live down there, garbage in the dumpster is not being emptied and the Police have been called but have not responded. The Mayor stated that the City Clerk would make phone calls to get some help in the area. Casey Huse, 10979 W. Capella, Star, Idaho – stated that he was there to present a proposal from the Star Christian Church. He handed out information to the Council. The Church is looking to expand and the City might want the current Church for a community event center. The Mayor stated that the Council would review the proposal and would discuss it at a later date. NEW BUSINESS: A. Ida West Presentation – Randy Hill presented information regarding the power generator in the Middleton area. Information was handed out and questions were asked and answered. The public was invited to check out the video presentation at City Hall. B. Star Senior Center – Brad Carlson presented the Council with information regarding the remodel of the restrooms at the Senior Center. Carlson asked for any consideration from the Council to help in the costs of putting in the new restrooms. OLD BUSINESS: A. Findings of Fact Conclusion of Law – Avalon Subdivision: The Mayor stated that the date on the back needs to be changed to September 4, 2001. Glasgow moved to approve the Findings of Fact and Conclusion of Law for Avalon Subdivision, Stegenga seconded the motion. All aye: motion carried. ORDINANCES & RESOLUTIONS: 1 It was moved by Stegenga and seconded by Dias to move Ordinance No. 60 Council Compensation to after the public hearing on the Budget. All aye: motion carried. A. Ordinance No. 62 – Avalon Subdivision – Glasgow read by title only, Ordinance No. 62 Annexing and Zoning Avalon Subdivision. It was the first reading. PUBLIC HEARING: A. 2001-2002 Budget – The Mayor opened the Public Hearing. Discussion was held on the budget amount of $420,000. The Mayor asked for input from the public – there was none. Benedict stated that he had other numbers which would bring the levy amount down. The budget amount would be $401,560 with tax revenues being $121,876. This would do away with Council/Mayor raises. The Mayor discussed the foregone amount and what the money could be used for if it was taken. Stegenga explained how he came to the tax revenue amount. It was moved by Glasgow and seconded by Dias to approve the 2001-2002 Budget in the amount of $401,560. All aye: motion carried. B. Ordinance No. 60 Council Compensation – The Ordinance was void by the approval of the 2001-02 Budget. CLAIMS AGAINST THE CITY: July 2001 – Dias moved to approve the Claims Against the city for July 2001, Benedict seconded the motion. All aye: motion carried. REPORTS: A. Mayor – The Mayor stated that there was a newspaper starting up in town and wished them the best of luck. Petitions are ready for candidates to pick up at City Hall for the November election. B. Council – Glasgow had nothing to report. Benedict – Information was in the packet on Mule Days Stegenga – Report information was passed out. The City Clerk will get copies of the Transportation information to the rest of the Council. COMPASS & ACHD want to meet with the Council and Transportation Committee. Dias – Parks & Rec Meeting on September 12, 2001 C. Attorney – Moore asked that the Council review Resolution 01-5, proclaiming this fall’s general election, for the August 20 meeting. ADJOURNMENT: Dias moved, seconded by Benedict to adjourn the meeting. All aye: motion carried.
