CITY OF STAR COUNCIL MEETING MINUTES December 4, 2001 A regular meeting of the Star City Council was held on December 4, 2001 at 7:00 pm at the Star Fire Station, acting Mayor Gail Glasgow presiding. Roll Call: Benedict, Stegenga, Glasgow, Dias; all were present. Amended Agenda: Stegenga moved to amend the agenda adding 5E Discussion on Neighborhood Groups, Dias seconded the motion. All aye: motion carried. Minutes: Dias moved to approve the minutes of November 19, 2001 with the following addition: page 4 before Executive Session – Ellen Morse stated that she does not support the Burgess Annexation, Stegenga seconded the motion. All aye: motion carried. Public Input: Eric Battey, 2420 N. Munger, Star, Idaho, stated that he would like the City to recognize Star Neighborhood Alliance for Growth as a formal neighborhood group and that they receive land use issue related information. Brad Carlson, 960 S Main, Star, Idaho, stated that he concurred with Mr. Battey. Connie Spence, 486 S. Star Road, Star, Idaho, stated that she would like to see the City follow the requirements regarding remodel of City Hall as do all other entities. Spence also stated that she will be sending information to the City regarding SAGE formerly Ida-Ore regarding block grants that the City can apply for. 1 Bill Sargent, 10287 W. State Street, Star, Idaho, stated he strongly concurs with previous speakers in that SNAG be represented as a formal neighborhood group. Sargent would also like to thank the Star Fire Department and the Council for all their work. Old Business: Cluff Financing – Ilene Cluff, 268 S Main, Star, Idaho submitted information regarding financing of their home. Stegenga moved to approve the issuance of a temporary occupancy permit for six months, if previous expired permit was not paid for it will need to be paid along with new one. The new permit will start as of December 4, 2001. Benedict seconded the motion. All yes: motion carried. City Hall Update – The plumbing final inspection was done and the City passed inspection. Cost estimates right now for the remodel are at $13,000. We have gone out to bid for the parking lot and ramp. Findings of Fact Conclusion of Law – Burgess Annexation & Zone: Stegenga moved to approve the Findings of Fact and Conclusion of Law on the Burgess property with the following addition: Ellen Morse stated that she was not in favor of the annexation. Benedict seconded the motion. All aye: motion carried. Ver-Mont LLC, Approval/Denial - Stegenga moved to deny the Ver-Mont LLC application as it does not meet the Comprehensive Plan with regard to the zoning designation and is not a benefit to the neighbors, only the property owner. Benedict seconded the motion. All aye: motion carried. 2 Neighborhood Group Discussion - Stegenga moved to recognize Star Neighborhood Alliance for Growth as a recognized neighborhood group and to add the names of recognized neighborhood groups to the list of business entities that we send notices to for land use issues, Dias seconded the motion. All aye: motion carried. Ordinances & Resolutions: Ordinance No. 64 Burgess Annexation & Zone - Dias read by title only Ordinance No. 64. The second reading will be on December 17, 2001. Resolution 01-9 City Copying Charges – Dias moved to adopt Resolution 01-9 with the following changes: copies to the public will be ten cents, the fax machine is for City use only and the copy code was added, Benedict seconded the motion. All aye: motion carried. Claims Against the City – November 2001: A cleaning bill of $60.00 should be added to the total. Benedict moved to approve the claims for November, Dias seconded the motion. All aye: motion carried. Council Reports: Council - Glasgow thanked the Star Fire Station and City Clerks for putting together the Tree Lighting Ceremony. Glasgow thanked Mr. Dale Blake and the County Corrections group for the clean up of City Hall grounds. Anyone wanting to attend the Treasure Valley Water Summit will need to let Lambert know. 3 The AIC Planning and Zoning Workshop will be on the 8th of December. Dias stated that the Parks & Recreation meeting will be held on Thursday the 13 th of December at 6:30 not the 14th. Stegenga passed out information on the meetings he attended. Benedict had nothing to report. Attorney: Moore introduced Chris Yorgason, an attorney in his office who will be helping with City of Star matters, and spoke briefly on the air strip issue. Staff - The meetings in January have been moved to the 7th and 22nd due to Holidays. The office will be closed on December 24th. Adjournment: Dias moved to adjourn the meeting, Stegenga seconded the motion. All aye: motion carried. The meeting was adjourned at 8:30 pm.
