) Meeting Minutes
July 18, 2006
A regular meeting of the Star City Council was held at the Star Fire Department at 7:00
pm on July 18, 2006. Mayor Nathan Mitchell called the meeting to order and all stood
for the Pledge of Allegiance.
Roll Call: Councilpersons Tammy McDaniel, Tom Erlebach and Chad Bell were
present. Councilman Dustin Christopherson was absent.
Amended Agenda: Bell moved to approve the Amended Agenda, McDaniel seconded
the motion. All aye: motion carried. The Amended Agenda consisted of: the addition of
a presentation of a picture by Dr. Clark to the Mayor; the tabling of items SA Discussion
on Planning and Zoning Commission and SB Design Review Ordinance Discussion; item
7E, Rockbridge Crossing Amended Plat was withdrawn by the applicant and under New
Business the addition of a Codification Discussion.
Consent Agenda: The Consent Agenda consisted of the Approval of June 20, 2006
Regular Meeting Minutes and Claims Against the City for June 2006 (a completed list).
McDaniel moved to approve the Consent Agenda, Bell seconded the motion. All aye:
motion carried.
Public Input:
Presentation of Picture to the Mayor by Dr. Clark - Dr. Clark is the Superintendent for
Joint School District #2). This year the schools focused on visual arts. This project was
finalized with the Mayor's Awards. The winning picture was awarded to Mayor Mitchell
to be hung in the new City Hall.
Law Enforcement Report - Deputy Ramage reviewed his monthly report for June.
Ramage stated that traffic complaints were about the only issue lately. The property
crime rate has gone way down. Ramage stated that the two new deputies are on board,
Deputies Reinhard Schuster and Ryan Pacheco.
Captain Folwell reviewed the budget numbers for next year. The cost for next year has
only increased by 3.44%. The City of Star is now adequately staffed. There has been a
revision on the cost of cars. The cost is now being spread over four years instead of three
years. The next officer in Star will be a Sergeant.
Ada County Development Services - Pat Beal did not attend the meeting.
Kastera Presentation - Wayne Forrey and Kevan Kjar presented "Finding A Solution," a
video presentation. Forrey reviewed the process of approval for Pristine Meadows, a
298 residential subdivision with a six acre park. Forrey stated that they have tiled the
Flake Lateral. The subdivision is now called Pavilion. Kastera Homes will be donating a

10.3 acre school site and want it to be used as a school site. They would like the name to
be Leon H. Swenson Elementary School. He grew up in Canyon County and is the father
of one of the owners of Kastera Homes and was in Legislature. This plan will allow the
same amount of housing with lot flexibility. Kastera wants the Council to agree to the
new revisions of the subdivision.
School District Representative Ann Ritter thanked the City Council, the School District
and Kastera. She stated that getting land is first step, they will need a bond to build
school. The school district recognizes that the need is a priority. It eliminates the need to
buy the property gives us a step up. The next bond will be in 2007.
The Mayor thanked Councilman Bell for his time and efforts; the school district and
thanked Kastera Homes for setting an example.
Bell would like the community to know how willing Kastera was to re-engineer the
plans, the time and everything - a lot of time and money was put into it. Kastera's
generosity and willingness is what made this possible.
Public - Katy Slater, 2091 Sunny Lane, Star, Idaho is very upset over the building that
was destroyed on the corner of Star and State Street along with the monument trees that
were destroyed. The record of this building can be seen in the picture at the Star Cafe.
We have a lot of historic houses and she is saddened by lack of respect for old buildings.
Grubb & Ellis are in debt to this community. She wants an ordinance put in place for
) historic preservation.
Ted Oragia, Star, Idaho asked what road the school would enter into - it is Hiddenbrook
Avenue. He stated that there is a rumor about an elementary school at the Cranston
Property. The Mayor stated that they are in negotiations now. Ted stated that there were
a lot of people attending the meeting and he would like to commend the Council for
denying the rezone and following their own rules. Ted stated that they made an excellent
decision he would like to see R2. They had another neighborhood meeting and some
weren't invited. He sees some problems with the apartments on Plummer - he has been
told there are more units built than were approved and they were of different design.
Access and parking are a problem. The water is the real problem, they have a drainage
pond problem. There is also a canal there between the two subdivisions. The Mayor
stated that he is working with Middleton Mill Irrigation District to find a solution to this
problem. Ted wants the builder to plant mature trees on the north side between Steven
Springs and these apartments.
Brian Dickens, 10984 W. Box Canyon - a member of the Economic Development
Committee and would like to update the Council on the Community College Program.
The Economic Development Committee is working on the feasibility of a college
campus. There is a lot of supp011 for this type of program. The project committee
submitted an application to Micron for a community-wide college project for Ada
County. A $200,000 Community Grant for one year to see ifwe can create a community
college in cooperation with BSU. The timeline is 2-6 weeks for evaluation. If approved

then we will proceed. They need financial records of the City of Star and will request
) them. They are looking at a campus in Star, one in Kuna and Columbia Village. A
company has agreed to donate 40 acres for the Columbia Village campus. Need to
consider the financial considerations.
Bell asked about how soon will they know about the grant. Dickens stated they should
have an answer from Micron in the next two weeks. Bell asked if they have a general site
in Star for a campus yet? Dickens said they did not. Dickens stated that the most
important thing is that communities will control their own campuses. The Mayor thanked
Dickens personally for all the time and energy. Dickens has talked with everyone about
this project. The most viable solution came out of our Economic Development
Committee.
Old Business: Bell moved to table SA and SB, Discussion on Planning and Zoning
Commission and Design Review Ordinance Discussion to the July 24th workshop,
Erlebach seconded the emotion. All aye: motion carried.
Ordinances & Resolutions:
Ordinance No. 158 Dalton Property Annexation/Zone/Rezone - McDaniel moved that
pursuant to Idaho Code, Section 50-902 the rule requiring an Ordinance to be read on
three different days, with one reading to be in full, be dispensed with and that Ordinance
No. 158 be considered after reading once by title only, Bell seconded the motion. Roll
) Call: McDaniel, Erlebach and Bell - all aye: motion carried.
Bell moved to approve Ordinance No. 158 an Ordinance annexing to the City of Star
certain real property located in the unincorporated area of Ada County, Idaho, and
contiguous to the City of Star, establishing the zoning classification of the annexed
property as Residential (R-4) of approximately 3.840 acres (Parcel A); and rezoning
certain real property of approximately 1.980 acres, from Residential (R-2) to Residential
(R-4) (Parcel B); directing that certified copies of this Ordinance be filed as provided by
law; providing for related matters; and providing for an effective date, McDaniel
seconded the motion. Roll Call: McDaniel, Erlebach and Bell - all aye: motion carried.
Ordinance No. 159 Solicitation at Public Meetings - McDaniel moved that pursuant to
Idaho Code, Section 50-902 the rule requiring an Ordinance to be read on three different
days, with one reading to be in full, be dispensed with and that Ordinance No. 159 be
considered after reading once by title only, Erlebach seconded the motion. Roll Call:

McDaniel moved to approve Ordinance No. 159 an Ordinance of the City of Star, Idaho
restricting solicitation during public meetings; providing for exempt persons; providing
definitions; providing for enforcement; repealing conflicting Ordinances; and providing
for an effective date, Bell seconded the motion. Roll Call: McDaniel, Erlebach and Bell -

Public Hearings:
Ordinance No. 157 Zoning Text Amendment (CBD Standards/parking)-The Mayor
explained that there are sections in the Zoning Ordinance that contradict each other and
this is an amendment to correct that. The amendment has to do with parking standard
requirements and the coverage of the building on the lot. We are currently requiring a
bigger building than the parking can handle in the CBD.
Public Comment: Heidi Skerratt, 12464 W. Lanktree Gulch, Star, Idaho asked when the
40% was required. The Mayor stated that it was a requirement of the original Zoning
Ordinance.
Erlebach stated that he is concerned about section 11.10 B 1 they can't build a one story
building. The Mayor stated that we can change this to one story. Mammone stated that
this section is being done to comply with the Comprehensive Plan. This will create an
incentive to walk and be safe in the downtown area.
Erlebach asked us if this will protect us later for building a one story and then a two
story. Bell we already seeing a change in social behavior and we want to keep people on
the streets for the businesses.
Erin Decker, 11002 W. State Street, Star, Idaho, asked if a basement type garage will be
) allowed. The Mayor stated that it would be allowed. Decker asked if a basement is
classified as a story. Mammone stated that it is established at nineteen feet.
Katy Slater, 2091 Sunny Lane, Star, Idaho asked what it was to bring this up - what is
causing this to be brought up? The Mayor stated that it was triggered by a building
permit on the small property behind the Subway. Slater asked if there is a more global
look to the CBD? How does Star look as you drive down the street? There are different
types of parking. She stated that the Zoning Ordinance may not be as global as it should
be. Slater hasn't seen any design for the downtown area. The Council needs to take a
higher global look and make it look a little bit better and have some cohesiveness. The
Mayor stated that it is his intention to do so in the review of the three documents.
The Mayor declared the public hearing closed.
Bell stated that he believes we should leave it as a two story requirement. A large part of
design review will be for the CBD and it is needed.
McDaniel moved that pursuant to Idaho Code, Section 50-902 the rule requiring an
Ordinance to be read on three different days, with one reading to be in full, be dispensed
with and that Ordinance No. 157 be considered after reading once by title only, Bell

Bell moved to approve Ordinance No. 157 an Ordinance amending the Star Zoning
Ordinance by restating certain provisions regulating introduction and administration of
specific parking regulations within the Central Business District (CBD); by restating
some of the provisions regulating the Central Business District Standards concerning
architectural character, setbacks, lot coverage and parking, Erlebach seconded the
motion. Roll Call: McDaniel, Erlebach and Bell - all aye: motion carried.
Ordinance No. 160 Fuller Property Annx/Zoning/Development Agreement -The Mayor
opened the public hearing and asked the applicant to speak.
Applicant - Warren Kirk, 3325 W. Jacob Astor Way, Utah, stated that this development
has been a work in progress. There were five main items that were brought out and
addressed in the development agreement: the Ada County Road system; a trail system;
the 15% open space is now 20% open space and an extremely nice park for the City of
Star and Ada County residents with some amenities.
Erlebach stated that the R-3 is to limit this subdivision to 2.5 homes per acre.
Public - Heidi Skerratt, 12464 W. Lanktree Gulch, Star, Idaho. Skerratt referred to the
letter from the Mayor in the newspaper stating that the current Comprehensive Plan is
being followed. This subdivision is in violation of our Comprehensive Plan. The natural
resources are a component along with natural waterways and it is to protect the natural
resources and create a harmonious place between nature and humans. It encourage open
) spaces, and speaks to the preservation of the rural identity. This subdivision is in
violation of the Comp Plan. There is only seven and a half feet of trail - most trails are
fifteen feet - it isn't wide enough. It is also in violation of density.
Katy Slater, 2091 Sunny Lane, Star, Idaho stated that this development agreement is not a
legal agreement. Slater gave analogies - a developer puts in sprinklers, lawn and tot lot -
would you pay for something you didn't know what it was. Someone turned over the
park - what's the irrigation type, the drainage, etc. The Council should be talking about
the process. She wouldn't want to be on a seven foot trail with a horse and have a kid
coming at you. This will end up being weeds. Slater agrees with what Skerratt says. This
is the foothill area. The Army Corp of Engineers need to be put on notice. They have
standards and the standards need to be tied to the development. The Mayor stated that
the development agreement is a legal document and section 3.1.6 addresses everything
that Slater has said the Council is not doing.
Randy Thompson, 11235 Stream View, Star, Idaho stated that he has farmed this
prope1iy for the last 33 years and there were no ponds on it other than the one that was
built. The riding path will be a 15 foot path.
Mary Anne Saunders, 2230 Schriener Lane, Star, Idaho respectfully provide her opinion
that the development agreement for the Fuller property is incomplete as it stands and
asked that her letter be made a part of the record. (see attached letter)

Rebuttal - They respect opinions of everyone, we have a common understanding. This is
to benefit the community. They have worked together to build a nice community and
park and would like approval.
Erlebach requested the top soil be left at the park. The applicant stated that they would.
McDaniel asked about the parking for the park. The Applicant stated that they are
planning on parking.
Bell asked Legal Counsel, Paul Fitzer if there was anything lacking or could we
strengthen it with regards to impact fees, park and the trail system. Fitzer stated that from
a legal perspective this is a contract and a development agreement that meets the
standards.
The Mayor stated that once this is built we would collect fees from the development and
100% would go to this project and 40% is attached to above and beyond the system.
Fitzer stated that that was correct, it may be 140%.
They would like to add to Section 3.1.6 that a landscaped plan be brought back with cost
estimates. The Mayor stated that that is not unreasonable. There is also a dedication of
7.5 feet of trail to be put along with another 7.5 feet from neighboring properties. The
Mayor asked about time frame. The Applicant stated that this is an incentive to the
developer to get it done.

McDaniel asked about the landscape buffer. Kevin Harris of Briggs Engineering stated
that if ACHD classifies the road as a collector, they will change the buffer to 35 feet.
Bell stated that he would like put in agreement 3.1.6 section that the plans shall be agreed
upon and that said plan shall come back for a public hearing. It could be the second
sentence 3.1.6, landscape plan shall come back to a public hearing.
The Mayor asked Legal Counsel about retaining approval of land and specifications.
Fitzer stated that he is comfortable with it.
The Mayor declared the public hearing closed and moved to deliberations.
Bell stated that he is comfortable with this development agreement. The details aren't
there, but provisions are made for us to do that. He thinks we should approve it.
McDaniel stated that she had a few questions, but they have been answered. She is in
agreement with Councilman Bell, we should approve this.
The Mayor stated that it needs to be corrected to R-3.
McDaniel moved that pursuant to Idaho Code, Section 50-902 the rule requiring an
Ordinance to be read on three different days, with one reading to be in full, be dispensed

with and that Ordinance No. 160 be considered after reading once by title only, Bell

Bell moved to approve Ordinance No. 160 an Ordinance annexing to the City of Star
certain real property located in the unincorporated area of Ada County, Idaho, and
contiguous to the City of Star, establishing the zoning classification of the annexed
property as Residential (R-3) with a development agreement of approximately 127.56
acres; directing that certified copies of this Ordinance be filed as provided by law;
providing for related matters; and providing for an effective date, including amendments
to Section 3.1.6 of the development agreement, McDaniel seconded the motion. Roll
Call: McDaniel, Erlebach, and Bell - all aye: motion carried.
Colina Vista Subdivision Preliminary Plat - The Mayor declared the public hearing open
and asked for the applicant to speak.
Warren Kirk, Salt Lake City, Utah, stated that this subdivision has gone through two
neighborhood meetings and multiple meetings before the Council. They have met with
the property owners that are directly impacted and have made considerations of a trail
system and created more green and open space.
Kevin Harris, Briggs Engineering, 1800 West Overland, stated that they have been in
front of you several times and the only issues they have heard is parking around the park.
Harris stated that they have a lot of parking on street for the park.

The Mayor asked if the water line being relocated. Harris stated that it is being relocated
in the streets and they will install an additional line for future development.
McDaniel asked if there were plans to fence along the north side of the prope1iy. Harris
stated that there will be a fence along the back of the property lines to the north.
Erlebach asked if some of these common areas will be retentions ponds. Harris stated
that they will have some small retention areas.
Erlebach asked if they will fence along the south side between City and Developer.
Harris stated that at this time no. Kirk stated that it is the intent for a more natural buffer.
Public Testimony- Heidi Skerratt, 12464 W. Lanktree Gulch, Star, Idaho asked if any
money has changed hands on this property prior to annexation. She also asked if there
would be buffers for property owners that wanted buffers? She asked if a cost analysis
was done on this prope1iy.
Darrel Gazzola, 1710 Willow Glen, Star, Idaho asked if there was a connecting trail to
the west, he didn't see any trails.
Richard Hudson, 303 Hamlett Lane, Star, Idaho stated that he has been talked to several
times about the plat. He showed everyone where he lives. Hudson stated that the

developers have been fair and open and honest with them. He cannot disagree with them
and they were treated fairly. They have talked about fencing - vinyl on the other property
not his. They have talked about berms and assumes that the agreements hold. They have
a berm and a fence on the north and south side.
Morris Campbell, 3251 Wing Road, Star, Idaho, stated that this is the first time they have
seen this plat. He stated that the Council has made farming impossible and he cannot
farm now. Campbell stated that you have negotiated a deal, a no bid contract to build a
park. The development will not pay for the cost. Campbell has supported bond issues. It
is getting harder to subsidize developers. This development borders his property. He has
received notice from the City, but he was not contacted by the developer.
Mary Anne Saunders, 2230 Schriener Lane, Star, Idaho stated that she doesn't begrudge
the farmers from the profits, she only wishes her family had gotten this deal. Saunders
stated that we continually ignore the Comprehensive Plan - we aren't using our citizens
resources.
Katy Slater, 2091 Sunny Lane, Star, Idaho, stated that the Subdivision Ordinance speaks
to the cost benefit analysis. She would like to hear details of this and how it will
contribute to the City. There is a sensitive ecological area here - the ponds do become
wetlands - if there are ponds up there it should be addressed. Hydrology and soil
bearings and she is particularly interested in the area up by the Foothills Ditch.
) Rebuttal - Kirk stated that they have had two different meetings with residents and have
sent out notices to people for those that wanted to come out and they did come out. They
have made themselves available. He apologized for not meeting everyone's expectations.
Regarding the questions - yes money has exchanged hands. The buffers have been
addressed and they have tried to be good neighbors. They think this project is a benefit to
Idaho, the County and the City. They have offered a school site. The Fullers stated that
the people hated the stink of their project - we hope that Star will accept the kids and
families that are brought in.
Hanis stated that Kastera has a nice project. This developer is giving a park and being
reimbursed later. The trail systems will run along the west side of the property and there
is a connection to all the ponds, this also abuts 80 acres of BLM. The pond won't be
impacted and they are staying away from the ditch. Engineering will review the
hydrology tests.
The Mayor stated that the cost benefit analysis is to accompany planned unit
developments and are not required for a straight preliminary plat. Regarding wetlands
and wildlife habitat, both entities in charge of these areas were notified.
Bell stated that from some of the comments from the public you seem to think we wade
into these things blindly - we don't. This is why we have our lawyers review everything.
) Bell stated that the developer has done a decent job at working with everyone.

Mayor declared the public hearing closed and opened deliberations.
Bell stated that he has not found any reason in the staff reports or any other reports to
deny this. It complies with zoning that was placed on it and development agreement.
Bell stated that we should approve this tonight. He does have a couple of concerns
regarding the park, but will address it later.
McDaniel stated that everything has been covered and believes it is a well thought out
plan. Developers have met with interested property owners and believes it should be
approved.
McDaniel moved to approve the preliminary plat for Colina Vista Subdivision with stated
conditions of approval 1-13, Bell seconded the motion. McDaniel, Bell - aye; Erlebach -
nay. Motion carried.
Duntisborne Preliminary Plat - Councilman Bell stated that this property is next to his
property and he will be stepping down from this public hearing. The Mayor opened the
public hearing.
Applicant - Kent Brown, 1500 Iron Eagle, Eagle, Idaho stated that he held a
neighborhood meeting and did contact the City arborist regarding the tree request. The
trees are Poplar Trees. He stated that leaving those trees does create a problem when
) they remove the dead ones it will affect the live ones so they will take them all down, the
Arborist agreed. In speaking with Chad Bell, his house faces the back of the house in
block one and two. He has asked that they be one story houses, the owner would like to
leave lot one a two story - nothing is set in stone - lots 2 and 3 will be left at one story.
The houses will however have bonus rooms. On lot one - there is a 50 foot oak tree that
he doesn't believe will affect it. He has reviewed the conditions of approval and wants to
talk about the 10% open space. The subdivision, Mooncreek Cove located near this
property did not have the requirement of the 10% open space. Public space and open
space is addressed in Chapter 3. Open space for public uses and special developments -
is a planned unit developments and large scale developments and this is not. Brown
stated that the interpretation is that if it was a large development it would require open
space. The R-4 zoning was approved and number of lots were provided. There is one
common area lot for irrigation.
Erlebach asked if the Darkwood Street will connect with Mooncreek Cove. Brown stated
that it would.
Staff - Mammone stated that there is a disagreement about the context of Zoning
Ordinance, he has read and interpreted the code, it is to be used as a guideline. It seems
very clear to him, open space is for general subdivisions. A PUD is nothing more than a
subdivision with a specific requirements. It is very clear and is not open to interpretation.

The Mayor asked about legal exposure is it as black and white as it is stated? Fitzer stated
that he did not talk to either party and will need to review it more closely. Fitzer stated
that it is an R-4 and does not put qualifications on it.
Public Input- Heidi Skerratt, 12464 W. Lanktree Gulch Road, Star, Idaho stated that she
doesn't know anything about this subdivision. Brown stated that this was a preliminary
plat with 23 lots connecting into Mooncreek Cove. Mr. Bell has two acres to the west
and the road is stubbed to the vacant part of his property and will have a pump station.
Mr. Bell has water rights, but has never had water and will now have water. We are on a
local street there is a bio swale section which has been approved by ACHD. There is a
storm drain pond to the north.
Skerratt asked if there have been any neighborhood meetings. Brown stated that he was
sorry that Skerratt didn't hear his testimony, but yes there was. Skerratt asked if the
neighbors got what they wanted.
Katy Slater, 2091 Sunny Lane, Star, Idaho, stated that there were numerous occasions
when she has asked for single story homes. She would like to know what the single story
is about.
Chad Bell, 11630 W. Third Street, Star, Idaho pointed out that his property is to the west
of this development. He stated that both the developers have worked with everyone
around the neighbors. Because of the way his house is built and his driveway goes
) between the development and his house, if they are willing to do the one story houses -
that's great, if not that's okay too. Because of the open space next door, he does not have
a problem with preliminary plat and neighborhood meeting was well attended. They are
all pleased. In favor of the development, being a land owner next to it.
Kent Brown, showed the road along the front of his house. These lots have been enlarged
next to Mr. Bell's house so they are not setting on top of Mr. Bell's house. Regarding the
other comments, they did have neighborhood meetings and the only concern from
neighbors was about trees. The Arborist felt the other trees would come down too, there
are more trees in the subdivision. Regarding the open space, Brown needs to know about
everyone's code and when looking at the code section - section C references the section
on special development, section five is a large scale development.
Erlebach asked if streets will be lined with trees. Brown stated that the developer will
pay for the trees. Erlebach asked if the Poplar Trees are on lots 7 & 8. Brown stated that
they were on lots 4,5,6 and are poplar or cotton woods. Erlebach asked if they would
consider replacing them with other types of trees as a conditions of approval.
Developer/Owner Shari Dalton stated that the trees in question are volunteer trees. They
are falling and putting shoots up in the neighbors yards - it is an out of control situation.
She is planning to put up as many trees as possible and is trying to mitigate the trees on
both sides. She is concerned about trees ending up in people's home.

Erlebach asked if the property on the north is higher than Dalton's property. Dalton
stated that the drainage ditch creates a higher land.
McDaniel stated that she understands where the ordinance says large scale development
because of large area, but with this being land locked and sufficient open space
surrounding it, we may want to waiver from the 10% requirement. She believes it's
better to have non-squeezing- not as tight of homes on the property. She would like to
consider what's been done in the past. Mooncreek Cove was approved this year.
The Mayor stated that if they have agreed to a condition on two lots, we could move
forward. Erlebach moved to approve the preliminary plat application for the Duntisborne
Subdivision with the 13 conditions.
The Mayor closed the public hearing.
Erlebach restated his motion to approve the preliminary plat on the Duntisborne
Subdivision with 13 conditions of approval, McDaniel seconded the motion. A
clarification regarding the single story on the lot? Erlebach amended the motion with the
13 conditions of approval adding condition 14 being that lots 2 & 3 of block 2 be single
story homes, McDaniel moved to amend her second. All aye: motion carried.
Rockbridge Subdivision Amended Plat - The Mayor stated that the applicant has
withdrawn his application.

New Business:
The Mayor stated that the Ordinances have been codified and asked Council if they want
Sterling to continue to update our codes. It was the consensus of the Council that they
wanted to have Sterling continue to update our ordinances and host it on their web page.
Reports:
Council - Bell stated that he had another developer wanting to discuss a school site. It
won't take away from what we are doing with Kastera and it won't be a donation. They
are looking for a High School/Middle School site and it is a bigger challenge - they want

Erlebach stated that the playground equipment has been installed, but not playable yet
wood chips are not in yet. The sprinklers are back on. The pavilion is at City Hall and
the gentleman we wanted to install it can't get to that for six to eight weeks. Bids are out
for sidewalks.
Violet Blake stated that the clover needs to be sprayed.

McDaniel will be attending an ACCEEM on August 28th at Ada County Courthouse. She
has had questions about the entrance to our subdivision to the east regarding the vehicles
and dead trees.
Staff - nothing to report.
Fitzer stated that we need to revise the Zoning Ordinance.
Mayor - stated that the COMPASS Board has the complete draft of Communities in
Motion. The pavilion can be put in place at Blakehaven Park. We are waiting on a
landscape plan for a community swimming pool. We will have funds available to
develop the swimming pool. It is estimated at $3-400,000 and will be designed as
Olympic size lap pool. The YMCA is interested in managing it.
We have a new City Hall draft RFP which will be finalized for proposals.
The Mayor thanked Kevan Kjar for the huge donation from Kastera.
We have received numerous complaints about fireworks do we want to go beyond what
State Code requires. It was the consensus of the Council to leave it as is for now. We
have also received a complaint on Frost and Star Road of a motorcycle track.
The Mayor reminded everyone about the workshop meeting on Monday regarding the
) Planning and Zoning Commission/ Design Review Committee.
