City Council Regular Meeting- WORKSHOP

Star City Council ) Workshop July 24, 2006 Mayor Nathan Mitchell called the workshop to order at 6:00 pm at the Star Fire Station. Roll Call: Council persons Tammy McDaniel, Dustin Christopherson, Tom Erlebach and Chad Bell were all present. Legal Counsel Susan Buxton and Paul Fitzer were both present for the review. Planning & Zoning & Design Review Committee Discussion: Buxton stated that she is putting together a Design Review packet for the City of Greenleaf which was given to the Council. Discussion was held on how to implement it and how broad the scope would be. Buxton suggested that the Planning & Zoning Commission and Design Review Committee be a combined committee. She stated that some P&Z Commissions are paid a per diem. This amount is a set amount usually a per month charge, with a not to exceed amount and needs to have an annual cap if implemented. Bell asked if we needed to have a P&Z Committee in a town this size. Buxton stated that it helps to have more eyes on things and it frees up time for the Council for everything else. The plans are usually improved by the time they go to Council. Mayor Mitchell asked about problems with P&Z Committees not sticking to the law. Buxton stated that legal counsel is usually present at the meetings. Buxton stated that the P&Z Committees usually meet once a month. The Mayor stated that this will add at least 45 days to two months to our application process. Buxton stated that the P&Z Committee serves at the pleasure of the Council and is usually a committee of five people. Hearing Examiners were discussed. This is a position that just reviews the applications and makes recommendations. It is a paid position. Buxton state that we will need professional people for the Design Review Committee - either on staff or on a committee. The City of Sun Valley has an extensive one. Buxton recommended against just a Design Review Committee. .)  Buxton stated that the Comprehensive Plan is just a plan and can be interpreted ) subjectively. Buxton will be recommending to Greenleaf to have their P&Z Committee be their Design Review Committee. Buxton stated that to get the criteria for Design Review there will need to be a vision of what the City should look like. Items such as lighting, types of landscaping, signage - these will all need to match in all ordinances. The Mayor stated that we have a group in place reviewing our Comp Plan, Zoning and Subdivision Ordinances. Buxton stated that we need a summary of what exists with suggestions of what's lacking, then find out what the vision for the City is and understand that it won't happen overnight and it won't be without pain. We can email the information to Fitzer or Susan and they can put it together. Find out what makes us Star. Maybe you want different themes for different neighborhoods.
