City Council Special Meeting

CITY OF STAR COUNCIL MEETING July 15, 1998  The Star City Council met in Special session on July 15, 1998. Mayor Watson presiding. Roll call: Kirtley, O'Connor, Embury, Ross. Absent: Winkle, Amsden ADA COUNTY SHERIFF’S DEPT- Captain Dan Douthit from the Sheriff’s Dept. introduced the portion of Eagle City Joint Powers Agreement that empowers the County, through the Sheriff’s office to enforce City Codes. He also sited the Idaho Code, Section 67-2326 outlining the purpose of joint power. In order to enter into a joint power agreement the city would need to pass an ordinance and execute an agreement. The County Commissioners would be part of the agreement, as well as the City of Star. The attorney was instructed to begin work on an agreement and bring it back to the Council. IDAHO POWER-FRANCHISES: Layne Dobson, Idaho Power representative, informed the Council about Idaho Powers policies regarding franchises. He introduced a copy of a typical Idaho Power Franchise ordinance, the Idaho Code, Section 59-329 and an agreement. There was an effort to make a clear understanding that the fees are user fees specifically for the right-of- ways and easements used by Idaho Power within city boundaries. The Council was instructed to get a consensus of the Community regarding such fees and bring the information back to Council. Moved by Ross and seconded by Kirtley to adjourn the meeting.
