STAR COUNCIL SPECIAL MEETING MINUTES December 29, 1998  The Star City Council met in Special session on December 29, 1998. Mayor Watson presiding. Roll call: Council: Kirtley, O'Connor, Amsden, Winkle. Absent: Embury, Ross Approval of Beer, Wine and Liquor License renewals: 1. Sam’s Saloon 2. Star Mercantile, Inc. Moved by Winkle and seconded by O’Connor to approve the renewals as presented. Aye: Amsden, Winkle, O’Connor. Abstain: Kirtley. Motion carried. Moved by Kirtley and seconded by Winkle to adjourn the meeting. All aye: motion carried.
