City Council Special Meeting

CITY OF STAR SPECIAL  COUNCIL MEETING January 11, 2000 The Star City Council met in special session in conjunction with the Ada County Commissioners on January 11, 2000. Mayor O’Connor presiding. Roll call: Star City Council: Benedict, Dias, Glasgow, Stegenga Ada County Commissioners: Frank Walker, Roger Simmons, Grant Kingsford The special meeting has been called to discuss the Impact Area with the Ada County Commissioners and to inform the public of the ensuing process. Mayor O’Connor introduced the members of the Comprehensive Plan Committee and gave a presentation to the Commissioners and the public in attendance. In further explanation Mayor O’Connor illustrated on the Impact Area Map the three Areas under consideration. Those Areas include Area 1 – the City boundaries, Area 2 –medium density and Area 3 – low density in the outer area. This is not a zoning map. Mayor O’Connor called on Jim Keller, Engineer for the Star Sewer and Water District to address the plans for the District and capacity. Mr. Keller addressed the Council and Commissioners and presented a report for information and review. The Commissioners discussed the sewer long- term plans and capacity with Mr. Keller. Mayor O’Connor called on Sam Rosti, a member of the Star Comprehensive Plan Committee and a farmer residing in the area of impact. Mr. Rosti addressed the farming and development issue. Mayor O’Connor announced that negotiations with the County have been ongoing and it is now time to continue with the negotiations in the manner prescribed by Idaho Code, section 67-6526 (b), a Committee of nine persons in order to establish an Star Area of Impact. She presented a letter to the Commissioners requesting the Commissioners meet with Star representatives to select the additional three “at large” members. Those members representing Star will be Mayor Gussie O’Connor, Councilman Gail Glasgow and Councilman Dennis Stegenga.
