City Council Special Meeting

CITY OF STAR SPECIAL  COUNCIL MEETING January 12, 2000 The Star City Council met in special session in conjunction with the Eagle City Council on January 12, 2000. Mayor Yzaguirre and Mayor O’Connor presiding. Roll call: Star City Council: Benedict, Dias, Glasgow, Stegenga Eagle City Council: Guerber, Merrill, Sedlecek, Bastian The special meeting has been called to discuss the proposed Impact Area for the City of Eagle and the City of Star. Moved by Stegenga and seconded by Dias to adopt Star’s Resolution 2000-3, a Resolution authorizing a limited conflict of interest waiver for the City Attorney Mike Moore who represents both Eagle and Star. All aye: motion carried. The question of referral area, defined on the Star Impact Area map as “Area 4” was discussed. It was pointed out by Trish Nilsson , Ada County Planner that the referral area is just that and nothing more. That some cities included a referral area in the ordinance agreed upon between the county and city, which provides that the county notify the city in question of an application in that particular area. There is no authority given the city. It is simply a notice procedure. Mayor O’Connor asked Eagle to include Star in their referral process in the proposed Eagle impact area. After considerable discussion the concensus of the two councils was that the area referred too on the Star Area of Impact Map presented tonight by Star as Area 4 should be a joint referral area. Mayor O’Connor also asked for a letter from the City of Eagle endorsing the proposed Star Area of Impact boundaries. Trish Nilsson recommended that the two cities look toward a joint comprehensive plan dealing with the referral area (Area 4) only. She indicated that Ada County has an amended Design Review Ordinance that may be helpful in reviewing that particular area. Moved by Guerber and seconded by Merrill for Eagle to submit a letter to the Ada County Commissioners advising them Eagle is not opposed to the proposed Star Area of Impact on the East side of Star, and is not opposed to a joint referral area from Linder Rd. and State St. west to the area of impact boundaries of Star. All aye: motion carried. Moved by Glasgow and seconded by Dias to submit a letter to the Ada County Commissioners advising them Star is not opposed to the proposed Eagle boundaries as proposed on the area map Page 1 of 2 disclosed tonight. And the refer area as well. All aye: motion carried. Moved by Merrill and seconded by Bastian to establish a joint meeting with Ada County in order to discuss a Comprehensive plan in the referral area. All aye: motion carried. Moved by Stegenge and seconded by Glasgow to adjourn the meeting.
