STAR TRANSPORTATION & PATHWAYS COMMITTEE MEETING MINUTES Star City Hall 10769 W. State St, Star, Idaho Wednesday, March 1, 2023 9:00 AM 1. CALL TO ORDER & ROLL CALL ATTENDEES: • MAYOR TREVOR CHADWICK • COUNCILPERSON JENNIFER SALMONSON • RYAN MORGAN-CITY ENGINEER • SHAWN NICKEL-PLANNING DIRECTOR • JOHN TENSEN-CHAIRMAN • STEVE GREENE-VICE CHAIRMAN • JON TURNIPSEED-COMMITTEE MEMBER • RICHARD GIRARD -COMMITTEE MEMBER • CHRIS TODD--COMMITTEE MEMBER-ABSENT 2. Review and approve minutes of last meeting – January 4,2023 meeting- moved by Turnipseed, second by Girard to approve. Motion passed. January 30, 2023 meeting- moved by Girard, second by Turnipseed to approve. Motion passed. 3. CDH 4 West Star Transportation Plan – the committee directed staff Shawn and Ryan to review the February 10 comments received from CDH4. Make proposed revisions to the ECAMP Map and bring both the CDH4 Map and ECAMP Map next month for discussion and possible recommendation of approval. 4. Middleton Mill/Drainage District 3 Pathway Licensing Agreement - Chris Yorguson reviewed his proposed draft agreement with the Committee. The Committee had several comments in which Chris will try to incorporate. Chris will meet with Bryce Ferris to try to reach agreement. Ryan will also create digital map of Canals and Drains. 5. Willowbrook Development AZ-21-12 – Shawn reported there is nothing for the committee to review at this time but he expects possibly next month they will have something for the committee to review. 6. Pathway RFP – The Mayor reported the City Council approved issuing the EFP. The Mayor directed Ryan and Shawn to make final edits and put the RFP out for obtaining proposals. A brief discussion was held on pathway maintenance. The Mayor believes the City will ultimately be responsible for path maintenance. 7. ACHD IFYWP-The Mayor reported he and Jennifer submitted the requests for FY23. They placed widening Star Road at the top of the list. 8. Recycled Asphalt Pathway Demonstration Project- John- discussed using recycled asphalt for the Riverwalk thru Freedom Park as a test section for using recycled asphalt for pathways. The Mayor said he would find other locations to try using it. 9. STATUS UPDATE a. Middle School Pathway -Ryan/Mayor- R/W secured. Ryan working on design for piping section where path crosses canal. b. Munger/Floating Feather Bridge and Widening- Ryan will check sidewalk width to make sure it will be 7’. Star Road widening Concept Study-Mayor working hard on ACHD approval d. Hwy 44/Palmer Signal installation- Mayor plans to meet with affected parties to move forward. e. Hwy 44 – Hwy 16 to Star Road -Mayor reported construction planned for late 2024 f. Hwy 44 – Star Road to Can Ada-work has started, completion expected in June. g. Hwy 16 -Hwy 44 to Emmett Widening Environmental Impact Study- Mayor is working with ITD to get approved h. Hwy 44/Can Ada Signal- Mayor reported this will happen as part of the phase for CanAda to Blessinger 10. ANNOUNCEMENTS /GENERAL DISCUSSION/OTHER- 11. NEXT MEETING – APRIL 5, 9:00 A.M. 12.
