1. CALL TO ORDER & ROLL CALL

2. Review and approve minutes of last meeting – ACTION ITEM
a. March 1, 2023 Minutes-Moved by Richard, Second by Chris Minutes approved
3. CDH 4 West Star Transportation Plan – Ryan led the review of the 2/10/23 CDH4 proposed revisions-
to the ECAMP Map. Several revisions were agreed upon. Ryan will revise the ECAM Map and forward
it to CHD4 for final review.
4. Middleton Mill/Drainage District 3 Pathway Licensing Agreement
a. Legal Counsel update- Chris Yorguson reported prior to the meeting that he was still trying to
meet with Middleton so there was no update at this time
5. Willowbrook Development AZ-21-12
a. Deferred to May 3, 2023 meeting
6. ITD Meeting-the committee discussed items they wanted to discuss at the April 10 meeting with ITD.
The items included the status of the HWY 16 environmental study, long term planning for HWY 44
thru Star and sidewalk plans for the improvements on HWY20/26 from HWY 16 to Star Road.
7. STATUS UPDATE- No Updates provided
a. Middle School Pathway -Ryan/Mayor
b. Munger/Floating Feather Bridge and Widening- Sidewalk width?-Ryan
c. Star Road widening Concept Study-Ryan/Mayor
d. Hwy 44/Palmer Signal installation- Ryan/Mayor
e. Hwy 44 – Hwy 16 to Star Road -Ryan
f. Hwy 44 – Star Road to Can Ada-Ryan
g. Hwy 16 -Hwy 44 to Emmett Widening Environmental Impact Study
h. Hwy 44/Can Ada Signal- Use of proportionate share funds to install- Mayor ITD
