1. CALL TO ORDER & ROLL CALL
ATTENDEES:

2. Review and approve minutes of last meeting – minutes from the April 5, 2023 were not available for
approval and will be presented next month for approval. Minutes from the April 10, 2023 meeting
we presented. Moved by Todd to approve, second by Girard. Motion approved.
3. CDH 4 West Star Transportation Plan/ECAMP Map Update – Ryan completed the proposed revisions
and submitted it to CDH4 just prior to the meeting. CDH4 will review and report back next month.
4. Middleton Mill/Drainage District 3 Pathway Licensing Agreement
a. Legal Counsel update- Chris Yorguson reviewed the comments received by Middleton Mill.
Most of the committee suggestions were accepted. Chris will work to get the agreement in
final form for the committee to review next month.
5. Pathway RFP - RFP for Pathway Masterplan Update - Ryan Morgan is still working on completing the
RFP using the draft prepared by Steve.
6. Greenbelt Plan Update(COMPASS Grant)-Shawn will review the draft plan with the committee next
month.
7. STATUS UPDATE
a. Middle School Pathway -grant application will be resubmitted next year.
b. Star Road widening Concept Study-Mayor continuing to work on.
c. Hwy 44/Palmer Signal installation- Mayor working with ITD, ACHD and Eagle on a cost share.
d. Hwy 44 – Hwy 16 to Star Road -No update
e. Hwy 44 – Star Road to Can Ada-Project is underway and expected to be done mid summder.
Chris discussed that a new environmental study would be necessary for future ITD
expenditures due to Middleton eliminated the bypass. The committee discussed having the
study include the Kingsbury crossing. It was moved by Todd to send letter to the Mayor to
request this. Girard seconded. Motion passed. Todd and Tensen will draft the letter.
f. Hwy 16 Environmental Study- initial drafting stuidy to be done in June. Process expected to
take at least 5 years.

8. Development Review Recommendations-recommendations were briefly discussed . The
development had already been approved but Shawn indicated Richard’s recommendations had been
addressed.
9. Willowbrook Development AZ-21-12 – Shawn provided the recommendations of approval from ITD,
ACHD and CDH4 to the Committee the day before the meeting. The committee briefly reviewed
them and Chris went over CDH4 recommendations. The committee also reviewed pathway
requirements. It was moved by Todd to recommend the Mayor and Council adopt the
recommendations of ITD, ACHD and CDH4 and to require pathways in accordance with the Pathway
Master Plan. Second by Greene. Motion approved. John agreed to draft the letter to Mayor and
Council.
