STAR TRANSPORTATION & PATHWAYS COMMITTEE MEETING MINUTES Star City Hall 10769 W. State St, Star, Idaho Wednesday, July 12, 2023 9:00 AM 1. CALL TO ORDER & ROLL CALL ATTENDEES: • MAYOR TREVOR CHADWICK-ABSENT • COUNCILPERSON JENNIFER SALMONSON • RYAN MORGAN-CITY ENGINEER • SHAWN NICKEL-PLANNING DIRECTOR-ABSENT • JOHN TENSEN-CHAIRMAN • JON TURNIPSEED-COMMITTEE MEMBER • RICHARD GIRARD -COMMITTEE MEMBER • CHRIS TODD--COMMITTEE MEMBER • BRUCE BAYNE- CDH4 DIRECTOR • CHRIS HOPPER -CDH4 DISTRICT ENGINEER • CHRIS YORGUSON- CITY ATTORNEY 2. Review and approve minutes of last meeting – ACTION ITEM moved by Turnipseed to approve, second by Girard, motion passed. 3. CDH 4 West Star Transportation Plan/ECAMP Map Update – Ryan and Bruce- this item tabled until next month 4. Middleton Mill/Drainage District 3 Pathway Licensing Agreement a. Legal Counsel update- Chris Yorguson updated the Committee on the major items of the agreement negotiations. The committee supported the agreement terms. It was moved by Girard and second by Todd to recommend the City Council approve the agreement, motion passed. 5. Pathway RFP - RFP for Pathway Masterplan Update - Ryan Morgan briefly discussed the latest draft of the RFP. The committee supports moving forward. Ryan will advertise it August 2 with proposals due August 23. Review committee will be Ryan, Jennifer, John Tensen and Jon Turnipseed. 6. Private Street Standards- Bruce and Shawn- Bruce expressed concern of private streets where public street connection is needed for proper traffic flow. The committee supported his concerns. 7. STATUS UPDATE a. Middle School Pathway -Ryan/Mayor- Ryan reported the City had received a $250,000 grant for construction. All easements and a majority of the design is complete. Construction is scheduled for this fall. b. Star Road widening Concept Study-Ryan/Mayor- No update c. Hwy 44/Palmer Signal installation- Ryan/Mayor-No update d. Hwy 44 – Hwy 16 to Star Road -Ryan- construction next year e. Hwy 44 – Star Road to Can Ada-Ryan- construction now scheduled to be complete September 8. f. Willowbrook Annexation- Chris H reported that the Council did not require the Wing Road extension but suggested a path be placed instead. The committee supported this recommendation. 8.
