1. CALL TO ORDER & ROLL CALL
ATTENDEES:

2. Review and approve minutes of last meeting –
3. CDH 4 West Star Transportation Plan/ECAMP Map Update – Ryan and Bruce-deferred until next
month
4. Pathway RFP - RFP for Pathway Masterplan Update - Ryan Morgan- Three proposals received.
Subcommittee unanimously recommends selecting Kimley Horn for a variety of reasons. Moved by
Todd and seconded by Turnipseed to recommend the City Council approve staff negotiating a
contract with Kimley Horn for approval by the City Council. Move passed.
5. Pathway Agreement Update- Shawn and Ryan – Shawn will contact Chris Yorguson to begin
negotiations with Drainage District 2 for a pathway agreement.
6. STATUS UPDATE
a. Middle School Pathway -Ryan/Mayor- project bids open October 11. Construction this winter.
b. Star Road widening Concept Study-Ryan/Mayor
c. Hwy 44/Palmer Signal installation- Ryan/Mayor- Star, Eagle, ACHD, Ada County and ITD have
agreed to share costs. Star will take lead in the project.
d. Hwy 44 – Hwy 16 to Star Road -Ryan- restriping HWY 44 to 4 lanes from Star Road to City Hall
next week. Construction project may be delayed pending outcome of path from HWY 16 to
Stillwater.
e. Hwy 44 – Star Road to Can Ada-Ryan- scheduled to be complete this month.
f. Hwy 16- Floating Feather espected to be open this month to right in, right out traffic.
7. Development Review Recommendations-Richard- no new development
8. Announcements/General Discussion/Other- Turnipseed reported that ACHD is updating Impact Fee
calculation methodology. Turnipseed pushing for Impact collected in Star to be utilized more in Star.
Currently only 38% spent locally.
9. NEXT MEETING – OCTOBER 4, 9:00 A.M.
