1. CALL TO ORDER & ROLL CALL

2. Review and approve minutes of last meeting – APPROVED.
3. Introduction of Steve Burton- new Committee member- WELCOME STEVE- to be appointed
10/17/2023. Needs City Council approval.
4. CDH 4 West Star Transportation Plan/ECAMP Map Update –Richard made a motion to approve map
with correction to city limits, Chris Todd second the motion.
5. Pathway RFP - RFP for Pathway Masterplan Update - Ryan Morgan-Firm has been selected.
a. City Council approved. Ryan Morgan to receive scope of work.
b. Contract negotiation process-Ryan Morgan asked committee review scope for what they
want.
6. Pathway Agreement Update- Shawn and Ryan
a. Drainage District No. 2 Agreement progress
7. STATUS UPDATE
a. Middle School Pathway -Ryan/Mayor-Bid process underway, bids due 10-11-2023
b. Star Road widening Concept Study-Ryan/Mayor- 5 year plan vs 2035 Add to agenda to receive
integrated 5 year work plan ( ACHD)
c. Hwy 44/Palmer Signal installation- Ryan/Mayor City of Star to take the lead, 5 way split.
d. Hwy 44 – Hwy 16 to Star Road -Ryan-Need money, asking for 10 million.
e. Hwy 44 – Star Road to Can Ada-Ryan-Landscaping work left.
f. Hwy 16-State to Valnova, one year to 18 months for EIS. Chris Todd mentioned he would like
to invite regional ITD staff to the next meeting. Engagement ideas for Highway 16
8. Development Review Recommendations-Richard
9. ANNOUNCEMENTS /GENERAL DISCUSSION/OTHER NEW BOARD MEMBER STEVE BURTON. MAYOR
CHADWICK ADDED HE WOULD LIKE TO REVIEW THE PRIORITY LIST FOR ACHD, WHATS BEEN
ADOPTED. DICUSSION INVITING COMMISSIONER MORANDA GOLD TO THE NEXT MEETING.
