1. CALL TO ORDER & ROLL CALL

2. Review and approve minutes of last meeting – Moved by Todd to approve the amended minutes. Second by
Girard. Motion Passed.
3. Highway District 4 – Bruce Bayne (HD4) stated that they have not seen the impact fee check from the City of
Star yet. Mayor Chadwick told him the check is in the mail. Bruce also announced that they have come to an
agreement with ACHD for the management of CanAda Road. HD4 will manage the construction projects and
maintenance south of the Boise River and ACHD will manage north of the river. Miranda Gold (ACHD) stated
that maintenance for the Star Area has begun as scheduled as part of a seven year cycle. CanAda Road has
had the cracks patched in preparation for chip sealing. Bruce also reported that he is working in tandem with
ITD, ACHD and COMPASS to show the proposed North Route Highway from Highway 16 to Interstate 84.
4. Pathway Master Plan Update – Tim Nicholson of Kimley Horn (KH) discussed the project using the recently
issued Section and Amenities Data of April 26, 2024. The Pathway Types were shown and discussed. Items
discussed in the meeting are as follows: The Canal Companies will require no landscaping 25 feet from the
center of the canal or buried pipe. To accommodate e-bikes, the question of whether 8 feet or 10 feet was
wide enough to safely allow traffic. An open house will be conducted for public comment on one of the
Thursdays in June. Members of the Committee should review the Data and get additional comments back to
KH by May 15.
5. Greenbelt FHWA Grant Application – May/Jennifer/John – The group met and will submit to COMPASS by
June 16.
6. Downtown Mobilization Plan-Shawn – Table
7. Stop Sign Request – John Tensen – Received a request from a Star citizen for stop signs for east bound and
west bound traffic on Floating Feather Road at Star Road intersection. The Mayor doubts that ACHD will allow
stops signs on an arterial road but will ask. He will also encourage ACHD to put a lighted pedestrian crosswalk
at the intersection. (Jennifer will ask a member of the ACHD design team to join us at our next meeting.)
8. STATUS UPDATE
a. Updated Pathway and ECAMP Drawings for Council Chambers and small Conference Room-Ryan –
Tabled.

b. Middle School Pathway -Mayor reported the canal piping has 50 feet of concrete left to pour.
c. Star Road
i. Widening Concept Study-Ryan/Mayor – Star Road to be closed May 28 through July 5.
ii. Pathway -Main to Hwy 44 – Tabled.
d. Hwy 44
i. Widening- Hwy 16 to Star Road-Ryan/Mayor- Tabled.
ii. Palmer Signal installation- Tabled.
iii. Moyle Signal installation- Tabled.
iv. Star Road/Hwy 44 Intersection – Tabled.
v. HWY 16/Hwy 44 Intersection – During the meeting Ryan resent the email with the attachment
showing the proposed ITD Plan and Profile of the intersection, dated September, 2023,
indicating how the pathway will run under the highways.
e. Hwy 16 -
i. Environmental Study Hwy 44 to Emmett- Mayor - Tabled.
f. Pathway Impact Fee – Tabled.
g. North Star Highway – I-84 to Hwy 16. See report from HD4 above.
h. Pathway Agreements – Ryan to start discussions with legal counsel for Eureka Water Company,
Pioneer Ditch Company and the Farmers Union Ditch Company. An agreement similar to the
Middleton Mill Ditch Company will be sought.
9. Development Review Recommendations – Richard - Tabled.
