STAR TRANSPORTATION & PATHWAYS COMMITTEE MEETING MINUTES Star City Hall 10769 W. State St, Star, Idaho Wednesday, April 3, 2024 9:00 AM 1. CALL TO ORDER & ROLL CALL ATTENDEES:  MAYOR TREVOR CHADWICK  COUNCILPERSON JENNIFER SALMONSON  RYAN MORGAN-CITY ENGINEER  SHAWN NICKEL-PLANNING DIRECTOR  JOHN TENSEN-CHAIRMAN  JON TURNIPSEED-COMMITTEE MEMBER  RICHARD GIRARD -COMMITTEE MEMBER  CHRIS TODD--COMMITTEE MEMBER  STEVE BURTON- COMMITTEE MEMBER  KEVIN WHEELOCK-COUNCILPERSON  MITCH HATFIELD – KIMLEY HORN 2. Review and approve minutes of last meeting – Moved by Girard to approve the minutes. Second by Turnipseed. Motion Passed. 3. Pathway Master Plan Update – Mitch Hatfield of Kimley Horn (KH) discussed the project using the recently issued Deliverables and Progress Report of March 29, 2024. The Pathway Jurisdiction, Master Plan, and Surfaces Maps were displayed and discussed. Items discussed in the meeting are as follows: Maps need to be updated to reflect recent annexations. Four different entities need to be included for review and agreement on easement and maintenance right-a-ways for canals and ditches. Add a GIS layer to show ditches and canals. Color coding for the Master Plan Map needs to be corrected. Coordination of Boise Green Belt rules and design criteria needs to be conducted. Need HOA’s affected by pathways to participate in upcoming workshops. KH will have an on line survey for public input by midsummer. Suggestion was made to advertise the survey in the 4th of July parade or at one of the event booths. KH need to add proposed pathways to the Survey Map. Members of the Committee should review the Report and get additional comments back to KH by April 26. 4. Downtown Mobilization Plan-Shawn – More work by City officials is required before it is ready for discussion by the Committee. 5. STATUS UPDATE a. Updated Pathway and ECAMP Drawings for Council Chambers and small Conference Room-Ryan – Tabled. b. ACHD IFYWP- Mayor – Tabled. c. Middle School Pathway -Mayor reported the canal piping has been completed and expect the pathway asphalting to be complete soon with good weather. May have a ribbon cutting ceremony at some point in time. d. Star Road i. Widening Concept Study-Ryan/Mayor – Star Road to be closed for a month beginning July 5. Work will widen the road from the Boise River to Joplin Road and resurface 2 lanes of traffic. ii. Pathway -Main to Hwy 44 – Tabled. Moyle Signal installation- Tabled f. Hwy 16 - i. Environmental Study Hwy 44 to Emmett- Mayor - Tabled. 6. Development Review Recommendations-Richard- Tabled. 7. Announcement/Discussion /Other - No other items. 8. NEXT MEETING – MAY 1, 9:00 A.M. 9.
