STAR TRANSPORTATION & PATHWAYS COMMITTEE MEETING MINUTES Star City Hall 10769 W. State St, Star, Idaho Wednesday, March 6, 2024 9:00 AM 1. CALL TO ORDER & ROLL CALL ATTENDEES:  MAYOR TREVOR CHADWICK  COUNCILPERSON JENNIFER SALMONSON  RYAN MORGAN-CITY ENGINEER-ABSENT  SHAWN NICKEL-PLANNING DIRECTOR  JOHN TENSEN-CHAIRMAN  JON TURNIPSEED-COMMITTEE MEMBER  RICHARD GIRARD -COMMITTEE MEMBER  CHRIS TODD--COMMITTEE MEMBER-ABSENT  STEVE BURTON- COMMITTEE MEMBER-ABSENT 2. Review and approve minutes of last meeting – Moved by Turnipseed to approve the minutes. Second by Girard. Motion Passed. 3. Pathway Master Plan Update – Tim Nicholsen, Nicolette Womack and Zane Cooper of Kimley Horn (KH) discussed the project branding logo and the project schedule with the committee. The staff and committee reviewed items that should be forwarded to KH as background. 4. Downtown Mobilization Plan-Shawn- no discussion. Shawn requested it stay on the agenda for a future meeting. 5. STATUS UPDATE a. Updated Pathway and ECAMP Drawings for Council Chambers and small Conference Room-Ryan b. ACHD IFYWP- Mayor reported the City Council approved the IFYP for submittal to ACHD. c. Middle School Pathway -Mayor reported the canal piping has been completed and expect the pathway to be completed by April 1. d. Drainage District 2 Pathway Agreement-the agreement has been fully approved. e. Star Road i. Widening Concept Study-Ryan/Mayor ii. Pathway -Main to Hwy 44 f. Hwy 44 i. Widening- Hwy 16 to Star Road-Ryan/Mayor- project delayed due to Environmental Study changes necessitated by Middleton. Mayor looking at options to proceed. ii. Palmer Signal installation- Mayor reported it will be a five way split project (Star, Eagle, ITD, ACHD and Ada County). Star will take the lead in managing the project. iii. Moyle Signal installation- design complete. Awaiting approval of latecomer funding agreement. g. Hwy 16 - i. Environmental Study Hwy 44 to Emmett- Mayor presented Floating Feather/HWY 16 interchange concept to firm leading environmental update. 6. Development Review Recommendations-Richard-discussed greenbelt as part of development off of Bent Lane next to the river.
