STAR TRANSPORTATION & PATHWAYS COMMITTEE MEETING MINUTES REVISED Star City Hall 10769 W. State St, Star, Idaho Wednesday, February 7, 2024 9:00 AM 1. CALL TO ORDER & ROLL CALL ATTENDEES: • MAYOR TREVOR CHADWICK • COUNCILPERSON JENNIFER SALMONSON • RYAN MORGAN-CITY ENGINEER • SHAWN NICKEL-PLANNING DIRECTOR • JOHN TENSEN-CHAIRMAN • JON TURNIPSEED-COMMITTEE MEMBER • RICHARD GIRARD -COMMITTEE MEMBER • CHRIS TODD--COMMITTEE MEMBER-ABSENT • STEVE BURTON- COMMITTEE MEMBER • BRUCE BAYNE- CDH4 DIRECTOR • CHRIS HOPPER -CDH4 DISTRICT ENGINEER-ABSENT 2. Review and approve minutes of last meeting – moved by Turnipseed to approve the minutes as amended, second by Girard, motion passed. 3. ACHD IFYWP- Committee reviewed the draft ACHD IFYWP. Several suggestions were made to modify this year’s comments. Moved by Burton, second by Turnipseed to recommend the Council approve submitting the IFYWP to ACHD including the suggested revisions. Motion passed. The Mayor will make the changes and submit it to the City Council for approval at the February 20,2024 City Council meeting. 4. HWY 16 –(Hwy 44 to Emmett) Environmental Study cross section review- Mayor is planning to meet with ITD in March to discuss alternatives for the Floating Feather/HWY 16 intersection. 5. Pathway Master Plan Update - Ryan Morgan reported the agreement has been signed and that he expects a kickoff meeting soon. 6. Pathway Agreement Update- The Mayor has received a final version of Drainage District No. 2 Agreement for pathways. It is identical to the Middleton Mill agreement. The Mayor plans to put it on the City Council agenda for approval February 20. 7. STATUS UPDATE a. HD4 Update Items-Bruce Bayne reported HD$ is working on the design to connect gap in Blessinger at the top of the hill. They also plan to ultimately remove the gap on Kingsbury. b. Updated Pathway and ECAMP Drawings for Council Chambers and small Conference Room-Ryan c. Middle School Pathway – the Mayor reported that his project will be done in March. Jennifer suggested some sort of media event to recognize this significant accomplishment. d. Star Road i. Widening Concept Study-Ryan/Mayor ii. Pathway -Main to Hwy 44 e. Hwy 44 i. Widening- Hwy 16 to Star Road-Ryan/Mayor ii. Palmer Signal installation- Mayor reported he plans to discuss this with ITD in an upcoming meeting. iii. Moyle Signal installation- Mayor reported this will start in March. f. Hwy 16 STAR TRANSPORTATION & PATHWAYS COMMITTEE MEETING MINUTES REVISED Star City Hall 10769 W.
