STAR TRANSPORTATION & PATHWAYS COMMITTEE MEETING MINUTES Star City Hall 10769 W. State St, Star, Idaho Wednesday, September 4, 2024 9:00 AM 1. CALL TO ORDER & ROLL CALL ATTENDEES:  MAYOR TREVOR CHADWICK  COUNCILPERSON JENNIFER SALMONSON  SHAWN NICKEL – PLANNING DIRECTOR  JOHN TENSEN-CHAIR  JON TURNIPSEED-COMMITTEE MEMBER  RICHARD GIRARD -COMMITTEE MEMBER  CHRIS TODD--COMMITTEE MEMBER  STEVE BURTON- COMMITTEE MEMBER  TIM NICHOLSON – KIMLEY HORN  KRISTY INSELMAN – ACHD SUPERVISOR PLANNING AND PROGRAMMING  BELLA LOERN - ACHD 2. Review and approve minutes of last meeting – Moved by Girard to approve the minutes. Second by Todd. Motion Passed. 3. Highway District 4 – Table 4. ACHD Update – Kristy introduced Bella Loern of her staff as Transportation Planner. Bella will be attending next month’s committee meeting. The Star Road Concept study has progressed to have an RFQ to do a technical review along with recommendations for impact fee funding (Project includes road widening, bridges, pathways and bicycle facilities from Hwy 44 to Hwy 20/26). The 5 year plan will go live tomorrow as a draft and asking for public to complete a survey. The Mayor asked Kristy to look at the school crossing lighting on Floating Feather. The lighting doesn’t appear to meet the City’s Dark Sky Initiative. 5. Pathway Master Plan Update – Tim Nicholson of Kimley Horn (KH) thanked the committee for their input on the latest version of the Master Plan. A revised draft of the plan will be submitted to City Staff and the Committee by September 12. It will issued to the public for comment on October 1. Final presentation to the City Council will be November 19. 6. Downtown Mobilization Plan-Shawn – Table 7. STATUS UPDATE a. Updated Pathway and ECAMP Drawings for Council Chambers and small Conference Room-Ryan – Tabled. b. Star Road i. Widening Concept Study-Ryan/Mayor – See ACHD report. ii. Pathway -Main to Hwy 44 – See ACHD report. iii. Palmer Signal installation- Mayor reported that ITD will install and funding coming from multi- agencies. iii. Moyle Signal installation- Mayor reported that ITD is progressing. iv. Star Road/Hwy 44 Intersection – Tabled. v. HWY 16/Hwy 44 Intersection – Mayor reported that improvements will be incorporated into pathways design from HWY 16 east to Eagle. d. Hwy 16 - i. Environmental Study Hwy 44 to Emmett- Mayor reported it is complete. e. Floating Feather – i. Hwy 16 intersection – Mayor reported that the overpass is in ITD’s design, but without on/off ramps for Floating Feather. ITD allows for an intersection at Beacon Light which is less than 2 miles away. ii. Star Road Pedestrian Crossing Light – See ACHD report. f. North Star Highway – I-84 to Hwy 16 – Tabled. g. Pathway Agreements – Ryan i. Pioneer Ditch Company – Tabled. ii. Eureka Water Company - Tabled 8. Development Review Recommendations – Richard - Tabled. 9. Support Document – Burton and Todd presented a draft document for the Committee’s review and comments. Steve and Chris will meet again to discuss suggested revisions and present at the next meeting. 10. Announcement/Discussion /Other – None 11. NEXT MEETING – OCTOBER 2, 2024 AT 9:00 A.M. 12.
