STAR TRANSPORTATION & PATHWAYS COMMITTEE MEETING MINUTES Star City Hall 10769 W. State St, Star, Idaho Wednesday, October 2, 2024 9:00 AM 1. CALL TO ORDER & ROLL CALL ATTENDEES:  MAYOR TREVOR CHADWICK  COUNCILPERSON JENNIFER SALMONSON  SHAWN NICKEL – PLANNING DIRECTOR  RYAN MORGAN – CITY ENGINEER  JON TURNIPSEED - COMMITTEE MEMBER  RICHARD GIRARD - COMMITTEE MEMBER  CHRIS TODD - COMMITTEE MEMBER AND ACTING CHAIR  STEVE BURTON - COMMITTEE MEMBER  TIM NICHOLSON – KIMLEY HORN  BELLA LOERN - ACHD 2. Review and approve minutes of last meeting – Moved by Girard to approve the minutes. Second by Turnipseed. Motion Passed. 3. Highway District 4 – Table 4. ACHD Update – The Star Road Concept study has progressed which is part of the 5 year plan and is live as a draft. ACHD is asking for public to complete a survey. 5. Pathway Master Plan Update – Tim Nicholson of Kimley Horn (KH) stated that the revised draft of the plan had been submitted to City Staff and the Committee by September 12. It had been issued to the public for comment on October 1 with an October 25th deadline. Final presentation to the City Council will be November 15 with the item on the agenda for the November 19th public meeting for approval. It was suggested that the Master Plan be promoted at this weekend’s Chili Cook Off event. ACHD and HWD4 will be requested to review the document and comment prior to the October 25th deadline. 6. Downtown Mobilization Plan-Shawn – Table 7. STATUS UPDATE a. Star Road i. Widening Concept Study-Ryan/Mayor – See ACHD report. ii. Pathway -Main to Hwy 44 – See ACHD report. iii. Widening/Repaving – Joplin to Chinden – Completed scope of work as defined and funded at this time. b. Hwy 44 i. Widening- Hwy 16 to Star Road-Ryan/Mayor- Mayor reported that the issue continues to be pressed for completion, but may not be under construction until 2029. ii. Palmer Signal installation- Mayor reported that ITD will install and the funding mechanism has been approved. HWY 16/Hwy 44 Intersection – Tabled. c. Hwy 16 - i. Environmental Study Hwy 44 to Emmett- Tabled. ii. Extension from Highway to Freeway - It was noted that the overpass of Highway 20/26 is in progress. No known date for completion. d. Floating Feather – i. Hwy 16 intersection – Remove from agenda. ii. Star Road Pedestrian Crossing Light – Table. e. North Star Highway – Remove from agenda. f. Pathway Agreements – Ryan i. Pioneer Ditch Company – Tabled. ii. Eureka Water Company - Tabled 8. Development Review Recommendations – Richard – Shawn reported that an updated list will be sent to Richard for input. 9. Support Document –Steve and Chris met again to discuss suggested revisions. A revised document was sent to Bruce Bayne to get his input on the content of the document. To date, there has been no reply from Bruce. 10. Announcement/Discussion /Other – None that pertained to this Committee. 11. NEXT MEETING – NOVEMBER 6, 2024 AT 9:00 A.M. 12.
