STAR TRANSPORTATION & PATHWAYS COMMITTEE MEETING MINUTES Star City Hall 10769 W. State St, Star, Idaho Wednesday, November 6, 2024 9:00 AM 1. Review and approve minutes of last meeting – Moved by Todd to approve the minutes. Second by Girard. Motion Passed. 3. Highway District 4 – Table 4. ACHD Update – The Integrated Five Year Work Plan was adopted on September 25. The plan includes Completion of Star Road to Hwy 20/26. 5. Pathway Master Plan Update – Via email, Nicolette Womack of Kimley Horn reported that public comment has been closed. ACHD has recently sent in comments. All proposed changes will be reviewed with City Staff. Staff will decide if a special meeting with the Committee is necessary. Final presentation to the City Council will be November 15 with the item on the agenda for the November 19th public meeting for approval. 6. ITD Transportation Projects Update – See attached memo at the bottom of these minutes outlining key projects in the City of Star area. In addition to the statements on the memo presented by Mark Wasdahl, the following was discussed. The US20/26 from Middleton Road to Star Road is approximately 5.5 miles, split into 2 zones and currently estimated at $260M. The Highway 16 project south of Hwy 20/26 to the freeway will be completed at the end of 2026 and allow for one outage instead of two. The Highway 16 project north of Hwy 44 have 60 to 70 property owners to work with for easement negotiations. After Federal review, best estimate for construction is to start in 2028. The Highway 44, Star Road to Hwy 16 project is estimated to cost $8 to 10M for construction. 7. Downtown Mobilization Plan-Shawn – Table 8. STATUS UPDATE a. To date, there has been no reply from Bruce. Steve will attend the Highway District 4 Director’s Meeting on November 20. 11.
