1. CALL TO ORDER & ROLL CALL

2. Review and approve minutes of last meeting – Moved by Todd to approve the minutes. Second by Girard.
Motion Passed.
3. Highway District 4 – Bruce had nothing new to report.
4. ACHD Update – The five year integrated work plan will be issued next month. The Star Road Widening Project
will go straight to the design phase as finances become available. ACHD has lost 2 project managers recently
which has affected construction time tables. Bella was asked to research the status of the proposed easement
from Seneca Springs Way going west to new developments. Bella was also asked to look at the relocation of 2
radar detecting speed limit signs on Plummer Road so that they become more effective.
5. Pathway Master Plan Update – Final Plan was approved by the City Council in November. The first phase of
the Plan will be getting funding and installation of the pedestrian bridge behind the River House. A consulting
company will be hired by the City to evaluate what and how impact fees will be accessed and incorporated
into the Comprehensive Plan. Sometime in June or July the concept will solicit public comment. Ideally the
methodology will be incorporated into the annual budget with workshops being conducted in May and June
and adopted by City Council in August.
6. Downtown Mobilization Plan-Shawn – Tabled.

8. Development Review Recommendations – Richard – Several new developments have been submitted and
review is underway. Look at the City calendar for upcoming public hearings. A question was raised by Chris on
a developer’s compliance with Development Agreements as specified by the City. Ryan stated that it is his
responsibility currently to enforce compliance. Chris also questioned how the highway districts were being
informed of development agreements and making sure compliance to City specifications are being
incorporated into their review. Ryan said he would pass this concern on to Shawn.
9. Support Document – Tabled.
10. Announcement/Discussion /Other – There was discussion on the four draft proposals on design concepts for
the intersection of Highway 44 and Star Road by ACHD. Generally, the group concurred that only one concept
was feasible. In relation to that subject John suggested that rather than put resources toward this intersection
that the efforts be directed toward a Kingsbury Road river crossing to Highway 20/26. It was also suggested
that ACHD make this intersection a part of the Star Road widening project with ITD partnership. Bella was ask
to report back next month on whether Hwy 44/Star Road intersection improvements were part of either the
wy 44 widening project or part of the Star road widening project.
