1. CALL TO ORDER & ROLL CALL

2. Review and approve minutes of last meeting -moved by Todd, second by Turnipseed to approve the minutes.
Motion passed.
3. Highway District 4 Report
a. Kingsbury River Crossing- Crystal Craig-Nampa Director of Transportation-Crystal reported that the
City of Nampa is applying for a federal Planning and Environmental Linkage (PEL) grant to study a
Boise River crossing at Kingsbury/Franklin Road extension. She requested the City of Star provide a
letter of support. Moved by Girard, second by Turnipseed to support this request. Motion passed.
Shawn Nickel will draft a letter of support.
4. ACHD Report
a. Seneca Springs Way/Rockbridge HOA R/W Acquisition-Bella reported that it was illegal for ACHD to
condemn righto f way for projects that are not in their fiver year workplan. The Mayor and committee
questioned this decision. The Mayor will have City legal counsel reach out to ACHD to discuss this.
Bella will also discuss internally and report back next month.
b. Plummer Road radar relocation-Bella reported the radar has decreased traffic speed by almost 2 mph.
The Mayor believes they would be more effective if moved farther from the Hwy 44 and Floating
Feather intersections. Bella stated ACHD would support relocating the radars, The Mayor will have
Star Police reach out to ACHD to coordinate relocation.
c. Star Road/ Hwy 44 Intersection Plans-Bella reported that ACHD will coordinate with ITD and that the
intersection improvements would be a conventional design and would either be part of the Hwy 44
widening project or the Star Road widening project.
d. The Mayor expressed concern that Pollard Road needed improvements especially due to a new
Elementary School being proposed next to the Middle School. The committee also requested Bella
research whether Pollard Road is designated as an arterial.
5. ACHD FYWP Review and Comment-the Mayor reported that the City will be submitting its comments on the
ACHD FYWP. It was moved by Todd and seconded by Turnipseed to move up the Pollard Road widening

between Floating Feather and Beacon Road as the next priority after the Star Road widening project. Motion
passed. With this revision the committee supported resubmitting the comments as was done last year.
6. Highway District 4 Letter or Support- Steve/Chris-tabled indefinitely
7. STATUS UPDATE
a. Pathway Masterplan Implementation- The Mayor reported the City Council approved including the
Pathway Masterplan and part of the upcoming Impact Fee Study and the study is expected to be
complete in October.
b. Downtown Mobilization Plan-the Mayor discussed that this perhaps should be combined with an
update of the 2011 Downtown Revitalization Plan
