1. CALL TO ORDER & ROLL CALL

2. Review and approve minutes of last meeting – The 3 committee members either didn’t have access to the
March meeting minutes or had not attended the meeting, so approval of those minutes were postponed.
April meeting was cancelled.
3. Highway District 4 – Tabled.
4. ACHD Update – The five year integrated work plan is available on their website. Via email sent from Bella
Loera, she reported that the Star Road canal bridge widening project has been delayed and will not be
completed until next winter. The uneven pavement on the approach to the bridge will be addressed soon.
Bella reported that the status of the proposed easement from Seneca Springs Way going west to new
developments is in discussions with City of Star as part of the Hwy 44 widening project. Bella also reported
that the relocation of 2 radar detecting speed limit signs on Plummer Road so that they become more
effective, has been completed. Bella reported that the Can Ada Road chip sealing maintenance is scheduled
for completion this year as part of Zone 6 in the overall County preventative maintenance program.
5. Kingsbury Road Extension – City of Star has sent a letter of support to the City of Nampa to progress a grant
to study the road concept from Hwy 44 to Hwy 20/26 over the Boise River.
6. ECAMP Map Update – Shawn to send latest map with arterial road designations (Plummer Road included) to
the Committee for review and discussion at the next meeting.
7. Pathway Master Plan Update - A consulting company has been hired by the City to evaluate what and how
impact fees will be accessed and incorporated into the Comprehensive Plan. Sometime in June or July the
concept will solicit public comment. Ideally the methodology will be incorporated into the annual budget for
FY2027.
8. Downtown Mobilization Plan – Shawn reported that the City has hired a consultant to develop a scope of
work.
9. STATUS UPDATE
a. Star Road
i. Widening Concept Study-Ryan/Mayor – The Mayor reported that discussions with ACHD
include a 3 zone approach to the project. The project will break down the construction into
