1. CALL TO ORDER & ROLL CALL

2. Review and approve minutes of last meeting – Moved by Girard to approve the amended minutes for May.
Second by Todd. Motion Passed. Minutes for the March meeting will be reviewed at the next meeting.
3. Highway District 4 – Table.
4. ACHD Update – Jon Turnipseed reported that he has attended the ACHD “First Needs Analysis” meeting. He
presented the list of projects for intersections and roadway projects for the entire ACHD district. He also high-
lighted the projects within the Star Impact Area. The presentation emphasized the complexity and
thoroughness of ACHD’s projects and approximate costs to complete in the next 30 years. These costs give
ACHD an estimate of the impact fees needed to progress the projects. Jon will be attending a meeting on
Monday and discuss the projects and provide input on delineating the ACDH service area. A motion was made
by Tensen and seconded by Girard to have Jon support a two service area concept (East and West Ada County)
at the next meeting. Motion passed.
Kristy informed the group that the next 5 year work plan will be published in mid-July.
5. Plummer Road Arterial designation ECAMP Map – Tabled.
6. Hwy 44/16 Interchange Pathway Review – Ryan reported that the ITD drawings we were provided during the
last month are for utilities only. Other plans show the pathway going through the intersection. Mayor
Chadwick added that the plan may actually include the pathway being extended to the south and crossing
Hwy 16 at the Boise River.
7. STPC Committee Purpose Discussion – Mayor Chadwick encouraged the Committee to continue with
providing community input on new developments. Staff will send the Committee preliminary and final plats
for review to add a “second set of eyes” to provide more assurance that concepts and priorities of the
Committee are satisfied.
8. Downtown Mobilization Plan-Shawn reported that a consulting firm has been hired to begin planning for a
“downtown zone” with attention toward traffic flow, walkways and parking spaces. The project is retitled as
the “Downtown Revitalization Plan”.
9. STATUS UPDATE – The formatting of updates on specific projects in the Star Impact Area will change in the
future. As ongoing milestone steps are made to these projects, staff will update a City of Star Construction
