1. CALL TO ORDER & ROLL CALL

2. Approved minutes of last meeting – September 3, 2025. Motion by Turnipseed and second by Girard.
3. Approved agenda – Motion by Girard second by Turnipseed.
4. ACHD 5Y Integrated Work Plan – Tabled
5. New T&P Committee Members – Mayor Chadwick to nominate 3 new members of the Committee before the
first Council meeting in January.
6. Status Update –
a. Pathway Masterplan
i. Impact Fee Adoption – A proposal will be presented to the City Council this fall for adoption
into the FY26 budget. An open house will be held November 6 at the River House at 6:00 pm
to review and comment on the proposal.
ii. Priority List – Motion by Burton and second by Girard to have the Committee review the initial
priority list that was presented in the Masterplan and posted on the Star website under
Planning and Zoning. Jennifer asked that the Committee members review the COMPASS grant
application and offer assistance to the Parks and Recreation staff before the November 19
deadline.
iii. Agreements with Irrigation Companies – Tabled indefinitely.
b. Downtown Revitalization Plan – The comment boards from the August Open House are to be posted
by staff and request further input from this Committee. Staff will do more outreach to stakeholders
with a target of April for adoption.
c. Star Road From Hwy 44 to Hwy 20/26
i. Widening – Design to be completed in FY26. Project is divided into 3 phases.
ii. Pathway – Will be part of the widening project.
iii. Enhance Pedestrian Facilities – Postponed to FY 2029.
d. Hwy 44
i. Widening from Hwy 16 to Star Rd. – Construction now planned for FY27.
ii. Can Ada Road Intersection – Installation of traffic light to coincide with Whistling Straits
(formerly Willow Brook) Golf Course construction.

iii. Kingsbury Road Intersection – Installation of traffic light to coincide with the Terramor
Subdivision Construction. Steve commented that the traffic light should be installed prior to
construction starting instead of prior to first certificate of occupancy being issued. Bruce to
pass on the concerns to his staff.
e. Hwy 16
i. Environmental Study to Emmett – Tabled indefinitely.
ii. Hwy 44 Overpass – Construction has begun with completion scheduled at year end 2026.
iii. Floating Feather Overpass – Will be completed at year end 2027.
iv. Beacon Light Intersection – Included in widening project from Hwy 44 to be completed at
year end 2028.
v. Valnova Parkway Intersection – Included in the North Star Highway conceptual plans.
f. North Star Hwy from I-84 to Hwy 16
i. Valnova Parkway Connection – Included in the COMPASS long range plan.
ii. Whistling Straights (formerly Willow Brook) Connection – Included in the COMPASS long
range plan. Public Hearing for Whistling Straights is scheduled for December 16.
g. Pollard Lane
i. Turning Lanes at Beacon Light Road – Construction to be completed prior to the Elementary
School Opening and paid for by the West Ada School District by Fall, 2026.
ii. Pedestrian Facilities – Part of Hwy 16 scope of work and will be completed in 2026.
h. Kingsbury Road Between Purple Sage Road and Hwy 20/26
i. Bridge over the Boise River – Federal RTAP grant request led by the City of Nampa.
ii. Road north of Boise River – HD4 has begun designing road widening and connection from
Foothill Road to the north.
iii. Road south of Boise River – Tabled indefinitely.
i. Palmer Road at Hwy 44
i. Traffic light – Being designed. To be installed in FY27.
j. Can Ada Road from Foothill Road to Purple Sage Road
i. Traffic Circle at Purple Sage – Part of the Whistling Straits (formerly Willow Brook) Golf Course
Construction.
ii. Widening of Can Ada Road – HD4 has begun design for widening and reducing slope from
Foothill Road to Lanktree Road.
k. Bridger Bay 20 mph speed sign request – ACHD to look at standards.
l. Munger Road Bridges – Replacements to be completed by June, 2026.
m. Hwy 20/26 from Star Road to Middleton Road – ITD has moved the project up to FY26 and FY27.
n. Pathway on south side of Hwy 44 – Planned for FY29 to run from Star Road to Ballentyne Lane at a
cost of approximately $12M.
7. Development Review Recommendations – Staff will be sending new development plat reviews to all
members of the Committee. The Committee reviewed the Pathways Plan for the Whistling Straits

development. The Committee recommended to Staff to have the developers move the equestrian parking lot
and access to the BLM property to the west, remove all paths from the plan that are currently on neighbor’s
private property, and change the legend to reflect that the cart paths will be private to Whistling Straits
residents and guests.

3. ACHD 5Y Integrated Work Plan – ACHD to Report- The final plan presentation delayed to September 10.
After it is posted on their website, this Committee will review and offer comments.
4. New T&P Committee Members – Mayor Chadwick to nominate minimum 2 new members of the Committee.
5. Status Update –
a. Whistling Hills(Willowbrook) – Pathway Plan Review
b. Pathway Masterplan
i. Impact Fee Adoption – Proposal presented, City Council adoption into the FY26 budget. Any
impacts for roads, trails, sidewalks etc.
ii. Priority List – The Committee should review the initial priority list that was presented in the
Masterplan and posted on the Star website. The priority list will be a subject of future
Committee meetings.

discuss with HD4 on construction zone requisites specific to restricting compression brakes.
l. Bridger Bay 20 mph speed sign request – ACHD to look at standards.
m. Munger Road Bridges – Replacements are scheduled for 2026. Funding has been brought forward in
lieu of the Star Road enhanced pedestrian project.
n. Hwy 20/26 from Star Road to Middleton Road – ITD has moved the project up to FY26 and FY27.
o. Pathway on south side of Hwy 44 – Planned for FY29 to run from Star Road to Ballentyne Lane at a
cost of approximately $12M.

November 17 target date has been set for City Council approval.
