STAR TRANSPORTATION & PATHWAYS COMMITTEE MINUTES Star City Hall 10769 W. State St, Star, Idaho Tuesday, December 2, 2025 9:00 AM 1. CALL TO ORDER & ROLL CALL ATTENDEES:  COUNCILPERSON - JENNIFER SALMONSON  RYAN MORGAN – CITY ENGINEER  SHAWN NICKEL – PLANNING DIRECTOR  JON TURNIPSEED - COMMITTEE MEMBER  STEVE BURTON - COMMITTEE MEMBER  CHRIS TODD – COMMITTEE CHAIR  CHRIS HOPPER – HD4 DIRECTOR  BELLA LOERA – ACHD 2. Approved minutes of last meeting – November 4, 2025. Motion by Turnipseed. Second by Burton. 3. Approved agenda – Motion by Turnipseed. Second by Burton. 4. Review Committee Handbook – Items for clarification were discussed. Jennifer will get those items corrected and present a second draft at the next meeting. 5. ACHD 5Y Integrated Work Plan – JT provided an update to the priority list. Pollard Road and Beacon Light Road intersection will be moved up in priority. He also informed us that ACHD will have a public hearing on December 3 to discuss the proposed two way split in the district boundary for balanced funding. 6. New T&P Committee Members – Mayor Chadwick to nominate 2 new members of the Committee before the first Council meeting in January. 7. ECAMP Map Update – Reviewed and commented on revisions to the 10/17/23 Plan. Shawn recorded multiple proposed changes and will have a draft map for final review for the January, 2026 meeting. He will target a mid-January revised map for City Council approval. 8. Status Update – a. Pathway Masterplan i. Impact Fee Adoption – A proposal will be presented to the City Council for adoption into the FY26 budget. Shawn will meet with the consulting firm to finalize comments in preparation for presentation to the Council in December or January. ii. Priority List – The COMPASS grant application for the McKenzie Trail by the Parks and Recreation staff was completed by the November 19 deadline. b. Downtown Revitalization Plan – Tabled. c. Star Road From Hwy 44 to Hwy 20/26 i. Widening – Design to be completed in FY26. Project is now divided into 2 phases with the Boise River being the dividing line. The Inspirado Development access improvements were discussed with more construction expected to complete their obligations. ii. Pathway – Will be part of the widening project. iii. Enhance Pedestrian Facilities – Table indefinitely. d. Hwy 44 i. Widening from Hwy 16 to Star Rd. – Construction now planned for FY27. Can Ada Road Intersection – Installation of traffic light to coincide with Whistling Hills (formerly Willow Brook) Golf Course construction. iii. Kingsbury Road Intersection – Installation of traffic light to coincide with the Terramor Subdivision Construction. e. Hwy 16 i. Hwy 44 Overpass – Construction has begun with completion scheduled at year end 2026 but possibly later. ii. Floating Feather Overpass – Will be completed at year end 2027 but possibly later. iii. Beacon Light Intersection – Included in widening project from Hwy 44 to be completed at year end 2028 but possibly later. f. North Star Hwy from I-84 to Hwy 16 i. Valnova Parkway Connection – Included in the COMPASS long range plan. ii. Whistling Hills (formerly Willow Brook) Connection – Included in the COMPASS long range plan. Public Hearing for Whistling Hills has been postponed indefinitely. g. Pollard Lane i. Turning Lanes at Beacon Light Road – Construction to be completed prior to the Elementary School Opening and paid for by the West Ada School District by Fall, 2026. Current concept could include a traffic circle. Shawn will invite ITD to the next meeting and provide an update. ii. Pedestrian Facilities – Part of Hwy 16 scope of work and will be completed in 2026. h. Kingsbury Road Between Purple Sage Road and Hwy 20/26 i. Bridge over the Boise River – Federal RTAP grant request initiated by the City of Nampa. Nampa may withdraw from taking the lead depending on the outcome of the Canyon County Impact Area request. ii. Road north of Boise River – HD4 has begun designing road widening and connection from Foothill Road to the north. i. Palmer Road at Hwy 44 i. Traffic light – Being designed. To be installed in FY27. j. Can Ada Road from Foothill Road to Purple Sage Road i. Traffic Circle at Purple Sage – Part of the Whistling Hills (formerly Willow Brook) Golf Course Construction. ii. Widening of Can Ada Road – HD4 has begun conceptual design for widening and reducing slope from Foothill Road to Lanktree Road. k. Bridger Bay 20 mph speed sign request – ACHD to look at standards. l. Munger Road Bridges – Replacements to be completed by June, 2026. m. Hwy 20/26 from Star Road to Middleton Road – ITD has moved the project up to FY26 for initial design. n. Pathway on south side of Hwy 44 – Planned for FY29 to run from Star Road to Ballentyne Lane at a cost of approximately $12M. Announcement/Discussion /Other – Jennifer announced that COMPASS awarded the City of Star the “Communities in Motion” award for the Middle School Pathways project. Bella announced that Kristy Inselman has moved on to a new job outside of ACHD and she will have a new supervisor named soon. 11. NEXT MEETING – TUESDAY, JANUARY 6, 2026 AT 9:00 A.M. 12. City Staff Update- Status of the COMPASS grant application for the McKenzie Trail by the Parks and Recreation staff with the November 19 deadline. 8. Pathway Masterplan i. Impact Fee Adoption – Update from Staff Mayor on Open House and Timing 1. A proposal will be presented to the City Council for adoption into the FY26 budget. 9. Downtown Revitalization Plan – The comment boards from the August Open House are to be posted by staff and request further input from this Committee. Staff will do more outreach to stakeholders with a target of April for adoption. 10. ACHD i. Star Road from Hwy 44 to Hwy 20/26 1. Turning Lanes at Pollard & Beacon Light Road, Pollard and Floating Feather– Construction to be completed prior to the Elementary School Opening and paid for by the West Ada School District by Fall, 2026? ii. Widening iii. Pedestrian Facilities – Part of Hwy 16 scope of work and will be completed in 2026. iv. Munger Road Bridges – Replacements to be completed by June, 2026. b. ITD Hwy 44 i. Pathway on south side of Hwy 44 – Planned for FY29 to run from Star Road to Ballentyne Lane at a cost of approximately $12M. c. ITD Hwy 16 i. Hwy 44 Overpass – Construction has begun with completion scheduled at year end 2026(most likely 2027) ii. Floating Feather Overpass – Will be completed at year end 2027. iii. Beacon Light Intersection – Included in widening project from Hwy 44 to be completed at year end 2028. iv. Hwy 16 - Remove jersey barriers and clearly mark highway for traffic(44 to Beacon) v. Removal of additional approaches near 16/44 intersection- Date? d. North Star Hwy from I-84 to Hwy 16 i. Valnova Parkway Connection – Included in the COMPASS long range plan. ii. Whistling Straights (formerly Willow Brook) Connection – Included in the COMPASS long range plan. Public Hearing for Whistling Straights is scheduled for December 16. e. HD4- Kingsbury Road Between Purple Sage Road and Hwy 20/26 i. Bridge over the Boise River – Federal RTAP grant request led by the City of Nampa. HD4 – Blessinger/Kingsbury Road Intersection – Installation of traffic light to coincide with development. Can HD4 provide the intersections planned and designed for intersections h. Bridger Bay 20 mph speed sign request – ACHD to look at standards. i. Hwy 20/26 from Star Road to Middleton Road – ITD has moved the project up to FY26 and FY27.Start Date? 11.
