CALL TO ORDER & ROLL CALL ATTENDEES:  MAYOR TREVOR CHADWICK  COUNCILPERSON - JENNIFER SALMONSON  SHAWN NICKEL – PLANNING DIRECTOR  JON TURNIPSEED - COMMITTEE MEMBER  RICHARD GIRARD - COMMITTEE MEMBER  STEVE BURTON - COMMITTEE MEMBER  STEVE HENDERSON – COMMITTEE MEMBER  SEAN SUNDWALL – COMMITTEE MEMBER  CHRIS TODD – COMMITTEE CHAIR  ALEX STATON – ITD  MATT KREIZENBECK – ITD  VINCE TRIMBOLI - ITD 2. Approve minutes of last meeting – December 2, 2025 minutes were not sent out to the Committee in advance. They will be reviewed and approved at the February meeting. 3. Approve agenda – Motion by Girard, second by Turnipseed and approved. 4. Review Committee Handbook – Second Draft was not prepared for review. Jennifer will get draft updated and present at the next meeting. 5. ACHD 5Y Integrated Work Plan – JT reported that ACHD will continue with a single service area. 6. New T&P Committee Members – Newest members of the Committee were introduced. Steve Henderson and Sean Sundwall are now serving on the Committee. 7. ECAMP Map Update – Tabled until next meeting. 8. Status Update – a. Pathway Masterplan i. Impact Fee Adoption – A proposal will be presented to the City Council for the FY26 budget with a target of April for adoption. Shawn to provide update on preparation with the consulting firm next month. A public hearing is planned for the second City Council meeting in February. ii. Priority List – Tabled until after the finalization of the budget implementation. b. Downtown Revitalization Plan – The comment boards from the August Open House are to be posted by staff and request further input from this Committee. Staff will do more outreach to stakeholders with a target of April for adoption. c. Star Road From Hwy 44 to Hwy 20/26 i. Widening – Design to be completed in FY26. Project is divided into 2 phases. ii. Pathway – Will be part of the widening project. d. Hwy 44 i. Widening from Hwy 16 to Star Rd. – Construction now planned for FY27. State St, Star, Idaho Tuesday, January 6, 2026 9:00 AM ii. Can Ada Road Intersection – Installation of traffic light to coincide with Whistling Hills (formerly Willow Brook) Golf Course construction. Application for the construction could be later this year. iii. Kingsbury Road Intersection – Installation of traffic light to coincide with the Terramor Subdivision and Middleton School Construction. iv. Blessinger Road Intersection - Installation of a traffic light may coincide with a development to be progressed at a later date. e. Hwy 16 i. Hwy 44 Overpass – Construction has begun with completion targeted at year end 2026 (possibly 2027). Requests were made to Vince to look into the possibility of improving construction signage and striping as temporary lane closures are being implemented. Alexis was asked to get more media to the residents of Star about how to sign up for text updates on construction status. ii. Floating Feather Overpass to Beacon Light Intersection – Vince reported this construction will be completed in the next 7 to 10 years. This project is considered to be phase 1 of a 6 phase build out to Emmett. Phase 2 will be the widening of Hwy 16 from Beacon Light to Valnova. iii. Beacon Light Overpass – Included in widening project for phase 2. f. North Star Hwy from I-84 to Hwy 16 i. Valnova Parkway Connection – Included in the COMPASS long range plan. ii. Whistling Hills (formerly Willow Brook) Connection – Included in the COMPASS long range plan. Public Hearing for Whistling Hills has been postponed indefinitely. g. Pollard Lane i. Turning Lanes at Beacon Light Road – Construction to be completed prior to the Elementary School Opening and paid for by the West Ada School District by Fall, 2026. ii. Pedestrian Facilities – Part of Hwy 16 scope of work and will be completed in 2026. h. Kingsbury Road Between Purple Sage Road and Hwy 20/26 i. Bridge over the Boise River – Federal RTAP grant request by the City of Nampa. Discussions continue between HD4 and City of Nampa as to who will continue to lead the progression of this project. ii. Road north of Boise River – HD4 has begun designing road widening and connection from Foothill Road to the north. i. Palmer Road at Hwy 44 i. Traffic light – Being designed. To be installed in FY27. j. Can Ada Road from Foothill Road to Purple Sage Road i. Traffic Circle at Purple Sage – Part of the Whistling Hills (formerly Willow Brook) Golf Course Construction. ii. Widening of Can Ada Road – HD4 has begun conceptual design for widening and reducing slope from Foothill Road to Lanktree Road. Hwy 20/26 from Star Road to Middleton Road – ITD has moved the project up to FY27 and FY28. n. Pathway on south side of Hwy 44 – Planned for FY29 to run from Star Road to Ballentyne Lane at a cost of approximately $12M. 9. Development Review Recommendations – Staff will send new development plat reviews to all members of the Committee. Mayor Chadwick reported that no new development plans are expected until May. 10.
