STEELTON BOROUGH COUNCIL MEETING MINUTES March 20th, 2023 Present: Brian Proctor, President Jack Gombach, Interim Borough Manager Michael Segina, Vice President Ryan Gonder, Solicitor Denae House, Pro Temp Randy Watts, Engineer, HRG Natashia Woods Aaron Curry, Codes Enforcement Officer Willie Slade Jeff Baltimore, Public Works Director Vanessa Bowers William Shaub, Interim Police Chief Ciera Dent, Mayor Gene Vance, Fire Chief Absent: Mr. Jones. President Proctor opened the meeting at 6:30 p.m. with the Pledge of Allegiance. Mayor Dent led the group in a Moment of Silent Reflection. Roll was not called; however, those in attendance are listed above. Mr. Proctor stated that an executive sessions was held prior to tonight’s meeting start. Approval of minutes from the previous meeting: None Unfinished Business: None New Business: Motion made by Mr. Segina, seconded by Mr. Slade to table the following items on the Agenda: • Special Presentations • Discussion and potential action on Frank S. Brown Parking Lot Memorandum of Understanding and Deed • Discussion and potential action on whether Council would like to effectuate deed/transfer documents of stormwater pipe that is part of Frank S. Brown properties • Discussion and potential action on the Borough Manager Search • Discussion and potential action on the Highway Laborer position vacancy Motion passed unanimously. After some discussion: Motion made by Mrs. House, seconded by Mr. Woods to approval Resolution 2023-R07. Motion passed unanimously. Mr. Gondor presented Resolution 2023-R08, ratifying emergency repairs to Municipal Building Boiler. After a brief discussion: Motion made by Mr. Segina, seconded by Ms. Woods to approve Resolution 2023-R08. Motion passed unanimously. Mr. Gombach presented a quote from George KELSO Company, LLC for $10,533. Discussion related to this conditioning panel being part of the Hoffer Street improvement project. Motion made by Mr. Segina, seconded by Ms. Woods to approve quote from George KELSO Company, LLC for $10,533. Motion passed unanimously. Mr. Gombach presented to council quotes for emergency repairs to the Hoffer Street grinders. Discussion ensued to the cost which was not listed on the quotes.
