Consideration and potential action on Repository Bid List Public Comments Council Concerns Steelton Borough Council Agenda – April 17th, 2023 STEELTON BOROUGH COUMNCIL MEETING MINUTES April 17th, 2023 Present: Brian Proctor, President Jack Gombach, Interim Borough Manager Natashia Woods, Pro Temp Randy Watts, Engineer, HRG Denae House Ryan Gonder, Solicitor Willie Slade Aaron Curry, Codes Enforcement Officer Vanessa Bowers Jeff Baltimore, Public Works Director Ciera Dent, Mayor William Shaub, Police Chief Gene Vance, Fire Chief Absent: Mr. Segina with cause, Mr. Jones. President Mr. Proctor opened the meeting at 6:32 p.m. with the Pledge of Allegiance. Mayor Dent led the group in a Moment of Silent Reflection. Roll Call: The roll was not called, but the individuals listed above were present. Additions to Agenda (if needed): None Public Comments on Agenda items only: Paul Alton Jr., Private Real-Estate Developer Mr. Alton presented his plan to purchase Borough owned properties on Frank S. Brown Boulevard to build new homes and commercial space to start a Non-Profit program that would provide Community Programming to the community. Mr. Alton will be meeting with Interim Borough Manager Mr. Gombach to talk about which properties specifically Mr. Alton would like to purchase. Mr. Gombach gave Mr. Alton his contact information after the presentation. Department Reports: Fire Department and Ambulance A written report was presented, Chief Vance had nothing to add. Police Department A written report was presented, Chief Shaub stated that the Department had secured a $105,000 grand and will be looking to update the security cameras at the Borough Buildings. Codes Department Steelton Borough Council Meeting Minutes – April 17th, 2023 Page 1 of 4 STEELTON BOROUGH COUMNCIL MEETING MINUTES April 17th, 2023 A written report was presented, Mr. Curry had questions in reference to overgrown trees on Route 230 in the southern section of the Borough. Mr. Curry stated he would reach out to Harrisburg City to see if they if they assist with some issues with trees. Public Works A written report was presented. Mr. Baltimore had nothing to add. Parks and Recreation Nothing. NEDC Nothing. Mayor’s Report Nothing at the moment. Borough Managers Report Mr. Gombach reported Council will need to have an executive session to discuss Personnel Matters. Motion made by Mr. Slade seconded by Ms. Woods to approval the committee reports as presented. Motion passed unanimously. Unfinished Business: None New Business: Mr. Gombach presented for consideration of approval the HRG 2023 street paving proposal of McKinley and Lebanon Streets in the amount of $27,845. Motion made by Ms. Woods seconded by Mrs. Bowers to approval the HRG 2023 Street paving proposal in the amount of $27,845. Motion passed unanimously. Mr. Gombach presented for consideration emergency repairs to the Trewick Street Pump Station grinders in the amount of $26,703 to RAM Industrial Services, LLC. Motion made by Ms. Woods seconded by Mrs. House to approval the emergency repairs to the Trewick Street Pump Station grinders in the amount of $26,703 to RAM Industrial Services, LLC. Motion passed unanimously. Mr. Gombach presented for consideration the transfer of the budgeted $20,000 for Steelton Fest to the Steelton Community Development Foundation. Steelton Borough Council Meeting Minutes – April 17th, 2023 Page 2 of 4 STEELTON BOROUGH COUMNCIL MEETING MINUTES April 17th, 2023 Motion made by Ms. Woods seconded by Mrs. Bowers transfer $20,000 for Steelton Fest to the Steelton Community Development Foundation. Motion passed unanimously. Mr. Gombach requested that the agenda item for cleaning services at borough hall be tabled at this time. Motion made by Ms. Woods seconded by Mrs. Bowers to table the agenda item. Motion passed unanimously. Mr. Gombach presented for discussion and potential action on properties listed on the County Repository List. The addresses presented are including 312 Ridge Street, 314 Ridge Street, and 316 Ridge Street. Mr. Gombach stated he would need to speak with Mr. Mark Carnes from Steelton Highspire School District about how the Borough and the School District can work together on what the next step is for the list of properties. Motion made by Ms. Woods seconded by Mrs. Bowers to approve the repository list bids as presented. Motion passed unanimously. Public Comments: Mr. Powell | 321 Lebanon Street Asked the role of a Council Member. Nathan May | 159 N Front Street Stated there needs to be a better comprehensive plan. Also stated his family owns a black-owned furniture store. Council Concerns: Mr. Slade Nothing to add, thank everyone for attending. Mrs. House Nothing to add, thank everyone for attending. Executive Session: Motion made by Ms. Woods seconded by Mrs. Bowers enter executive session at 6:58pm for the discussion of personnel matters. Motion passed unanimously. Motion made by Mr. Slade seconded by Mrs. Bowers return from executive session at 7:15pm. Motion passed unanimously.
