President Mr. Proctor opened the meeting at 6:30 p.m. with the Pledge of Allegiance. Mayor Dent led the group in a Moment of Silent Reflection in memory of Barbara Coates. Roll Call: Roll Call was performed by Mr. Gombach. Additions to Agenda (if needed): None. Public Comments on Agenda items only: No comments were made. Special Presentations: Chief Shaub, Police Officer Recognition – Establishing an award program for officers who go above and beyond the call of duty. Recognizing Officers Mike Smith & Jonathan Santana- Caraballo for their efforts on March 7, 2023, during a hostile mental health call. A motion was made by Woods, seconded by Segina, and the motion carried. Kate Brown, Cocoon Art Update – Shared details about the art project coming to Steelton. Motion made by Ms. Woods, seconded by Mr. Segina to approve Ordinance 2023-02. Motion passed unanimously. Mr. Gonder presented to council for consideration the Ratification of PennDOT's Authorization form for new Americans with Disabilities Act ("ADA") Accessible Curb Ramps and adjacent sidewalks. Motion made by Ms. Woods, seconded by Mr. Segina to approve the Ratification of PennDOT's Authorization form. Motion passed unanimously. Mr. Gonder presented to council for consideration the approval a conflict waiver with McNees for Penn State Health community garden initiative to support the borough on the community gardens initiative. Motion made by Ms. Woods, seconded by Mrs. House to approve the conflict waiver with McNees. Motion passed unanimously. Mr. Gonder presented to council for consideration the approval of Resolution 2023-R-9, ratifying emergency repairs to the Trewick Street Pump Station Grinder. Motion made by Mr. Segina, seconded by Ms. Woods to approve Resolution 2023-R-9. Motion passed unanimously. Mr. Gombach presented to council for consideration and approval the re-appointment of Doug Brown to the board of the Steelton Community Development Foundation for a 1-year term. Motion made by Ms. Woods, seconded by Mrs. House to approve the re-appointment of Doug Brown to the board of the Steelton Community Development Foundation for term of 1 year. Motion passed unanimously. Mr. Gombach presented to council for consideration approval a donation to the Steelton Community Development Foundation in the Amount of $10,000. Motion made by Ms. Woods, seconded by Mrs. House to approve a $10,000 donation to the Steelton Community Development Foundation. Motion Passed 5-1 with Mr. Segina voting against. Pa House Representative Dave Madsen Introduced himself and discussed legislative efforts to assist local governments, property tax issues, and housing concerns. Mr. Powell | 321 Lebanon St Inquired about the legality of saving parking spaces in the street and raised questions about property issues. Mayor Dent stated parking spots cannot be saved. Asked who owns property on North Side of Adams Street. Mr. Proctor stated it was the County Economic Development Corporation. Council Concerns: Mr. Slade Thanked attendees. Mrs. House Thanked attendees. Mrs. Bowers Thanked attendees. Mr. Gombach Nothing to add. Ciera Dent, Mayor Thanked attendees and residents, and Mr. Madsen. Mentioned upcoming event at municipal pack with the police. Pa Water will have representatives coming door to door to inspect services lines. Ms. Woods Thanked attendees, staff, and Councilman Segina for the help at East End Park. Mr. Segina, Vice President Thanked attendees. Mr. Proctor, President Thanked attendees, addressed rumors that Mr. Segina was trying to sell the midget baseball field, this is incorrect. It is him asking Mr. Slade if the school district would be interested in purchasing the field for $15,000 of which the money would be split Parks and Rec, Fire Department, and General Fund. Some way in the Steelton Hotline it got turned into Mr. Segina trying to sell the field. Mr. Proctor believed this would be a win. It had nothing to do with Mr. Segina. Executive Session: Motion made by Mr. Segina, seconded by Ms. Woods enter Executive Session at 7:03pm to discuss real estate and personnel. Motion passed unanimously. Motion made by Mr. Slade, seconded by Ms. Woods enter Executive Session at 7:35pm to discuss real estate and personnel. Motion passed unanimously. Other Business: Motion made by Mr. Slade, seconded by Ms. Bowers to reopen the vote/discussion on the $10,000 to the Foundation. Motion passed unanimously. Mrs. House believes in the foundation but thinks we should wait till the foundation gets back on track. Mr. Gombach talked about the expenses to get back on track and the need for the Donation. Motion made by Mrs. House, seconded by Ms. Bowers to reopen the vote/discussion on the $10,000 to the Foundation. Motion passed 4-2 with Mr. Segina and Mrs. House voting against.
