STEELTON BOROUGH COUNCIL MEETING MINUTES September 14th, 2023 Present: Brian Proctor, President Jack Gombach, Assistant Borough Manager Michael Segina, Vice President Randy Watts, Engineer, HRG Natashia Woods, Pro Tem Aaron Curry, Codes Enforcement Officer Willie Slade William Shaub, Police Chief Vanessa Bowers Gene Vance, Fire Chief Absent: Denae House, Mr. Jones, Ciera Dent, Mayor Call Meeting to Order: President Mr. Proctor opened the meeting at 5:32 p.m. with the Pledge of Allegiance. Moment of Silence: Ms. Woods led the group in a Moment of Silent Reflection. Special Presentation: Mayor Dent Swore in Patrol Officer Justin Hain. Additions to Agenda (if needed): None Public Comments on Agenda items only: No comments were made. Approval of minutes from the previous meeting: None Notice of Executive Session: None Department Reports: Fire Department and Ambulance A written report was presented, Chief Vance had nothing to add. Police Department A written report was presented, Chief Shaub had nothing to add. Codes Department A written report was presented, Mr. Curry had nothing to add. Mr. Baltimore had nothing to add. Mr. Proctor asked Mr. Baltimore to fix the “down slow” road marking. Discussion on the way the words are read on the road are presented to driver. Mr. Baltimore said it would be fixed. Mr. Proctor discussed Public Works staff training. Mr. Baltimore discussed two staff members can operate all the equipment and they can train in house. Mr. Proctor stated we can discuss it more at a later time. Parks and Recreation Ms. Woods added that Trunk and Treat and Harvest movie will be done, but the dates will be forthcoming. The boat dock underpass paving was completed. NEDC Nothing at this time. Borough Manager’s Report Nothing at this time. Motion made by Mr. Segina seconded by Ms. Woods to approval the committee reports as presented. Motion passed unanimously. Unfinished Business: None New Business: Mr. Gombach presented for consideration and approval Resolution 2023-R-17, a temporary handicapped parking location for B. Carroll. Chief Shaub provided an update on this issue. Motion made by Mr. Segina seconded by Mr. Slade to approve Resolution 2023-R-17. Motion passed unanimously. Mr. Gombach presented for consideration and approval to authorized emergency repairs to the water heater in the borough building for $2,000.00 by Berkshire Mechanical. Steelton Borough Council Meeting Minutes – September 14th, 2023 Page 2 of 4 STEELTON BOROUGH COUNCIL MEETING MINUTES September 14th, 2023 Motion made by Mr. Segina seconded by Ms. Woods to approve the retroactive emergency repair quote from Berkshire Mechanical in the amount of $2,000.00. Motion passed unanimously. Mr. Proctor confirmed with Mr. Gombach that the next item on the agenda, consideration of Sewer bill relief request for 323 Ridge Street, will be tabled until a future meeting. Mr. Gombach confirmed. Mr. Segina presented to Council the 2024 budget process schedule. Mr. Segina stated that Mr. Gombach will be meeting with the department heads next week to get their request. A wish list budget will be completed and presented to the Finance Committee on 9/28/2023. The first budget meeting will be 10/5/2023 at 6:00pm, and one will take place each Thursday of October and on November 2nd. Mr. Segina informed Department Heads if they wanted to discuss their budgets with the committee to reach out to Mr. Gombach to schedule a time at the October 5th committee meeting. Mr. Segina stated that the Finance Committee intends to present the 2024 budgets to council on November 6th with the intent of a vote to lay them out for public inspections, then present them for a final adoption on either December 4th or December 18th. Mr. Segina, Vice President Nothing to Add. Mr. Proctor, President Nothing to add. Thanked Mr. Baltimore for filling potholes and cleaning out a certain room. Mr. Slade talked about a burnt-out building on front street. Mr. Proctor stated that while we like to move more quickly, they are withing the requirements of their permits timetable. Executive Session: None. Other Business: None With no other business to discuss, a Motion made by Mr. Segina, seconded by Ms. Woods to adjourn at 5:44 PM. Motion passed unanimously.
