STEELTON BOROUGH COUNCIL MEETING MINUTES October 2nd, 2023 Present: Michael Segina, Vice President Jack Gombach, Interim Borough Manager Natashia Woods, Pro Temp Randy Watts, Engineer, HRG Denae House Aaron Curry, Codes Enforcement Officer Willie Slade William Shaub, Police Chief Vanessa Bowers Gene Vance, Fire Chief Ciera Dent, Mayor Ryan Gonder, Solicitor Absent: Ms. Proctor, Mr. Jones. Vice President Mr. Segina opened the meeting at 6:30 p.m. with the Pledge of Allegiance. Mayor Dent led the group in a Moment of Silent Reflection to remember those for have been lost to breast cancer and to keep them in our thoughts and prayers. Roll was performed by Mr. Gombach. Additions to Agenda (if needed): Ms. Bowers requested to add a payment application for the 2023 Street Paving project to the agenda. Motion made by Mrs. Bowers, seconded by Ms. Woods to add a payment application for the 2023 Street Paving project to the agenda. Motion passed unanimously. Public Comments on Agenda items only: No comments were made. Approval of minutes from the previous meeting: Mr. Gombach stated this has been an ongoing project of his and he expects that he will have minutes for approval at the second meeting in October for Councils consideration. Motion made by Ms. Woods, seconded by Mrs. House to table the minutes to the next meeting. Motion passed unanimously. Mr. Segina stated that tonight there will be an Executive Session for Personal and Real Estate matters. Unfinished Business: Steelton Borough Council Meeting Minutes – October 2nd, 2023 Page 1 of 5 STEELTON BOROUGH COUNCIL MEETING MINUTES October 2nd, 2023 None New Business: Mr. Watts presented to Council for consideration and approval of Change Order #1 in the amount of $12,326.96 for the 2023 Steelton Borough Paving Projects. Mr. Watts stated that only the change order is a credit as the materials changed in the project caused a reduction. Motion made by Mr. Slade, seconded by Mrs. House to approve Change Order #1 in the amount of $12,326.96 for the 2023 Steelton Borough Paving Projects. Motion passed unanimously. Mr. Watts presented to Council for consideration and approval of Pay Application #1 in the amount of $11,285.00 to Morgan Paving for the Mumma Street Boat Ramp Road Paving project. Mr. Watts stated the project turned out very well and encouraged everyone to check it out if they have not done so. Ms. Woods asked about the flooding situation at the location. Mr. Watts provided some improvements that can be made to the paving situation. He expects that the paving job should last a minimum of 10 years, but maintenance should be done so that the roadway does not deteriorate. Motion made by Ms. Woods, seconded by Mr. Slade to approve Pay Application #1 in the amount of $11,285.00 to Morgan Paving for the Mumma Street Boat Ramp Road Paving project. Motion passed unanimously. Mr. Watts presented for consideration and approval Pay Application #1 in the amount of $80,416.79 to New Enterprise Stone and Lime for the 2023 Steelton Borough Paving Projects. Mr. Watts stated there will be a final payment application coming once the remaining punch list items are completed. Mrs. House asked where this would be paid from. Mr. Segina stated that this was allocated from a portion of the DCIB loan to complete these projects. Motion made by Ms. Woods, seconded by Mr. Slade to approve Pay Application #1 in the amount of $80,416.79 to New Enterprise Stone and Lime for the 2023 Steelton Borough Paving Projects. Motion passed unanimously. Mr. Gombach presented for consideration and approval a quote from Hitman construction LLC in the amount of $7,037.25 to install safety wall/glass at the Police Department offices. Mr. Gombach stated that recent safety concerns by Chief Shaub were the reason a quote was obtained. Chief Shaub stated that the current door was good back in the day, but after several Steelton Borough Council Meeting Minutes – October 2nd, 2023 Page 2 of 5 STEELTON BOROUGH COUNCIL MEETING MINUTES October 2nd, 2023 instances staff refuse to answer the door anymore. The door will be filled in and bullet proof glass with a slot and speaker will be installed. Motion made by Ms. Woods, seconded by Mrs. House to approve the Quote from Hitman Construction LLC in the amount of $7,037.25. Motion passed unanimously. Mr. Gombach presented for consideration and approval to finalize and advertise Nuisance Business Ordinance. Motion made by Mr. Slade, seconded by Mrs. Bowers to finalize and advertise Nuisance Business Ordinance. Mr. Segina brough up several concerns related to the language in the Ordinance and recommended that Solicitor Gonder review and make changes to the Ordinance and present it back to Council for review prior to advertisement. Mr. Segina asked to amend the motion. An amended Motion made by Mr. Slade, seconded by Mrs. Bowers to have Solicitor Gonder finalize the presented Nuisance Business Ordinance after receiving recommended language from the Codes Committee and to provide to Council for future consideration. Motion passed unanimously. Mr. Gombach presented for consideration and approval finalize and advertise Special Events Ordinance. Mrs. House what were special events. Mr. Segina read the definition of Special Events outlined in the packets provided to Council. Mr. Gombach stated that this ordinance was developed based on event that occurred this summer. Ms. Woods asked some additional questions and concerns. Mr. Segina stated that Ms. Woods concerns were some in the same as his. Mr. Segina recommended that this be sent to the Parks and Recreation Committee for review and recommendations, then to the Codes committee for review. Mr. Segina asked that Chief Shaub and Mayor Dent meet with the Parks and Recreation Committee for their discussions of this ordinance. Mr. Segina asked for a motion to have Solicitor Gonder finalize the Special Events Ordinance after receiving recommended language from the Parks and Recreation and Codes committees. Motion made by Ms. Woods, seconded by Mrs. House to have Solicitor Gonder finalize the presented Special Events Ordinance after receiving a recommended language from the Parks and Recreation and Codes committees for future consideration. Motion passed unanimously. Chief Shaub informed Council they were awarded a grant for bulletproof vest in the amount of $2,400.00. Mr. Gombach is to reach out and discuss options. Wanita Britton | 153 S 2nd Street Steelton Discussed with council her situation with her apartment and landlord. Council Concerns: Mr. Curry None Chief Vance None Chief Shaub None Mr. Baltimore None Mr. Gombach None Solicitor Gonder None Mrs. House Thanked everyone for coming out. Mrs. Bowers None Mr. Slade None Ciera Dent, Mayor Asked for a cleaning services update. Bonfire concerns related to how it was handled and how the Fire Chief should be involved. Announced Chief Shaub’s 25-year anniversary. Stated that on August 8th she had asked for a Forensic Audit. She states that she does not believe that anything criminal or fraudulent is happening but believes there is mismanagement. Mayor Dent stated she sent her concerns to the Borough Manager. Mr. Gombach stated it will be discussed in executive sessions. Ms. Woods, Pro Temp Thanked the staff for all their hard work. Thanked Jack and staff for improving the social media. Thanked the Mayor for bringing up her concerns. She stated she doesn’t think there is anything criminal going on and that it’s a lack of structure and procedures. Mr. Segina, Vice President Asked Mr. Gombach to provide an update to the mayor on the cleaning services and act to send it to the finance committee. Discussed the Bonfire situation and asked that in the future more planning be performed for similar events. Thanked Chief Shaub for his years of service. Reminded all that the budget meetings are each Thursday in the month of October. Verified with the Mayor that she received a copy of the 2021 Audit. The mayor stated she had received a copy. Mr. Segina asked if she would like a copy of prior Audit, the Mayor responded that she did not. Mr. Segina stated that the 2022 audit should be done this month and was delayed by the furnace issues earlier this year. Executive Session: Motion made by Ms. Woods, seconded by Ms. House to enter Executive session at 7:40pm for personnel and real estate reasons. Motion passed unanimously. Motion made by Mrs. House, seconded by Mr. Slade to return from Executive session at 8:22pm for personnel reasons. Motion passed unanimously. Other Business: None With no other business to discuss a Motion made by Mr. Slade, seconded by Ms. Woods to adjourn at 8:23 PM. Motion passed unanimously.
