Consideration and approval of WREP payment of 78,024.00 for the purchase of MS4 Credits of the Conewago
Creek Restoration Project.
Consideration and approval of the Amendment to the Agreement for Collection of Delinquent Real Estate taxes
between Steelton Borough and Portnoff Law Associates
Approval of employment contract for the position of Borough Manager to Ms. Kathy McCool with an annual
salary of $90,000.
Approval of employment contracts for the position of Police Officer to Tyler Snyder with an annual salary of
$53,809 and Justin Hain with an annual salary of $58,552.
Consideration and approval of a park reservation request for the Boat Dock on Sunday, October 22, 2023, from
11:00 AM to 3:00 PM for a baby gender reveal party.
Consideration and approval for the renewal of the Pitney Bowes’ mail machine for a 60-month term, to be billed
quarterly at $1,126.14.
Consideration and approval for Mr. Gombach to draft and advertise a job posting to replace Mrs. Rose Paul
position as assistant secretary/treasurer.

President Mr. Proctor opened the meeting at 6:30 p.m. with the Pledge of Allegiance.
Mayor Dent led the group in a Moment of Silent Reflection Held in honor of Marion Holmes,
Marshall Vujasinovich, and the situation in Israel.

President Proctor announced a prior executive session for personnel and real estate.

Ms. Woods added the announcement of a Trunk-or-Treat and movie night at the football field on
October 28 from 4pm to 8pm

Motion made by Ms. Woods seconded by Mr. Segina to approval the committee reports as
presented. Motion passed unanimously.

Mr. Gombach presented for consideration and approval a payment of $78,024.00 for MS4
Credits of the Conewago Creek Restoration Project.
Mr. Watts provided an update and history of the MS4 Credits of the Conewago Creek
Restoration Project. The permit has been extended to March of 2025. Mr. Proctor asked about
future changes. Mr. Watts provided additional information. Ms. Woods verified with Mr. Watts
that these are unfunded mandates, and Mr. Watts confirmed.
Mr. Segina clarified that moving forward these would be the responsibility of the Storm Water
Authority. Mr. Proctor asked if the Borough would be reimbursed. Mr. Segina said yes at a
future time.
Motion made by Ms. Woods seconded by Mr. Slade to approval the payment of $78,024.00 for
MS4 Credits of the Conewago Creek Restoration Project. Motion passed unanimously.
Mr. Gombach requested that the agenda item for Portnoff be tables at this time.
Mr. Gombach presented for consideration and approval the employment contract with Mrs.
Kathy McCool for the position of Borough Manager at a salary of $90,000.
Motion made by Mr. Segina seconded by Mrs. Bowers to approval the employment contract
with Mrs. Kathy McCool for the position of Borough Manager at a salary of $90,000. Motion
passed unanimously.
Mr. Proctor turned the floor over to Mrs. McCool. Mrs. McCool thanked council for being
offered the position, and that she looks forward to working with the Borough.

Mr. Segina asked Mr. Gombach when Mrs. McCool would start. Mr. Gombach replied sometime
in November.
Mr. Gombach presented for consideration and approval the hiring of Tyler Snyder and Justin
Hain and turned over the floor to Chief Shaub.
Chief Shaub provided his recommendations to hire Tyler Snyder and Justin Hain.
Motion made by Mr. Segina seconded by Mrs. Bowers to offer an employment contract to
Police Officer Tyler Snyder at an annual salary of $53,809. Motion passed unanimously.
Motion made by Mr. Segina seconded by Mrs. Bowers to offer an employment contract to
Police Officer Justin Hain at an annual salary of $58,552. Motion passed unanimously.
Mr. Gombach presented for consideration and approval a request to reserve the Boat Dock on
10/22/23 from 11am to 3pm for a baby gender reveal party.
Motion made by Mr. Slade seconded by Ms. Woods to approve the request to reserve the Boat
Dock on 10/22/23 from 11am to 3pm. Motion passed unanimously.
Mr. Gombach presented for consideration and approval the renewal of Pitney Bowes’ mail
machine for a 60-month term which is billed quarterly.
Motion made by Mr. Segina seconded by Ms. Woods to approve the renewal of Pitney Bowes’
mail machine for a 60-month term. Motion passed unanimously.
Mr. Gombach presented for consideration and approval to develop and advertise the job posting
for assistant secretary-treasurer, currently held by Rosemarie Paul.
Motion made by Mr. Segina seconded by Mr. Slade to approve the development and
advertising of the assistant secretary-treasurer job position. Motion passed unanimously.
