President Mr. Proctor opened the meeting at 6:30 p.m. with the Pledge of Allegiance. Mayor Dent led the group in a Moment of Silent Reflection for the victims of the recent fire and Josue Saez. Roll was not performed. Those in attendance are listed above. President Proctor noted that Executive session was held prior to the meeting for the purposes of real estate, legal matters, and personnel. Approval of minutes from the previous meeting: None Unfinished Business: None New Business: Mr. Watts presented to Council for consideration and approval, the final pay application for New Enterprise Stone & Lime Co. President Proctor asked that the Mr. Watts have T. R. Stoner update the proposal to the new location recommended by the Parks and Recreation Committee. Mr. Watts stated that his engineer’s report was provided, and if anyone has any questions, he is willing to answer for Council. There were no questions from Council. President Proctor turned the floor over to Mr. Segina for the request to approve the advertisement of the 2024 Steelton Borough Operating Budget which including the General Fund, the Capital Improvement Fund, the Liquid Fuels Fund and the Sewer Fund. Mr. Segina presented the 2024 Draft General Fund, Capital Improvement Fund, Liquid Fuels Fund and the Sewer Fund. Liquid Fuels – Balanced, expenses are the PPL street lights expense. Capital Improvement Fund – Balanced with no revenues or expenses for 2024. Mr. Segina explained the 2024 budget process which is outlined in the 2024 budget summary presented. General Fund is balanced at $4,175,984.00. • General Tax Millage Remains Same, No Tax Increase for 2024 • Provided $20,000 to Public Works for training. • Budgeted 11 Fulltime Police Officers, 1 Corporal, 1 Chief Position • New Vehicle for Police Chief • Installation of Playground Equipment (site to be determined) • Allocated $40,000 for new Christmas Lights for Front Street. Mr. Segina asked if anyone had any questions on the 2024 Draft General Fund budget. President Proctor stated he does not have a question, but wanted to applaud the Finance Committee on our great work to make sure the budget is balances to ensure there is not tax increase on the residents. Mr. Segina commented that he thanks all the staff for their hard work to get the budget together this year. Sewer Fund is balanced at $2,132,800. • Sewer Rates remain the same. • Future/In-Progress Project - Generator for the Felton Street Pumping Station. Mr. Segina asked if anyone had any questions on the 2024 Draft Sewer Fund budget. No Questions we asked. Motion made by Mr. Segina, seconded by Ms. Woods to approve the advertisement of the 2024 Steelton Borough Operating Budget. Motion passed unanimously. Mr. Segina informed President Proctor that once Mr. Gonder has advertised the budget and summary will be available on the website. It will currently be available for review at the Borough Building upon request. Mr. Gombach presented for consideration and approval a request for a road closure for Franklin Street and River Alley on 11/11/23 for a church dedication. Motion made by Ms. Woods, seconded by Mrs. House to approve the road closure for Franklin Street and River Alley on 11/11/23. Motion passed unanimously. Mr. Gombach presented for consideration and approval of a three-year generator maintenance agreement with Cummins INC for $2,762.58 for the Steelton Fire Department Generator. Motion made by Mr. Segina, seconded by Mrs. Bowers to approve the three-year maintenance agreement with Cummins INC for $2,762.58. Motion passed unanimously. Public Comments: Pat Gordon | 117 N Front Street Asked for an update or comments on the nuisance business law. Stated she has been coming for months and said she has been told it’s coming. Describes conditions happening the business locations. Council Concerns: Mr. Slade Thanked everyone for coming out, agreed to Mrs. Gordons concerns. Mrs. Bowers Thanked everyone for coming out. Reminded everyone tomorrow is election day and to get out and vote. Asked everyone to get out and vote. Mr. Gombach Thanks everyone for attending. Stated that this would be his last council meeting as Mrs. McCool will be started for the next meeting. He appreciates and thanks council for working with him. Solicitor Gonder Nothing to add. Ciera Dent, Mayor Thanked the firefighters and first responders how assisted with the fire this weekend. She had reached out to all the family today to follow up with their needs. Thanks to Fire Chief Vance and Police Chief Shaub. Stated one of our officers was first on the scene and had to go into one of the houses to see if anyone needed assistance. Stated Vice President Mr. Segina, President Mr. Proctor, and Pro Temp Ms. Woods were all onsite at the scene. President Proctor got things in place and made sure this happened properly. Mr. Segina stayed after with one of the families and got them pizza and put the TV on for them until the Red Cross arrived. She thanked everyone again for what they do for the community. Ms. Woods, Pro Temp Thanked everyone for coming out. Asked everyone to get out to vote. Wanted to thank Mr. Segina for once again pushing the committee through the budget process, again. She stated every year it gets harder and harder. She thanked the committee and the staff for getting through the process. Thanked the Mayor and Mr. Vaupel for the community garden’s success this year. The tree lighting will be December 15th. Mr. Segina, Vice President Thanked everyone for coming out. Thanked staff and the committee for everything with the budget this year. Announced that it would be Mrs. Paul’s last budget season and thanked her for all her hard work. Thanked all the first responders for all the work they did this weekend and was thankful that, for the most part, everyone affected was safe and there was no loss of life. Mr. Proctor, President Agreed with everyone else at the great job all the first responders. Thanked Harrisburg’s Tower 1 for always getting onsite so quickly and all our other community first responders’ partners. Thanked Ms. Renee for all the services she does during these situations. She is currently coordinating donations for the victims and speaking to the residents. In a local race party lines should not matter. People need to vote for come to meetings, people who are out there working, people who want to be up here. It’s important to know in local elections who you are voting for. Don’t vote on race or party lines, vote for the ones you believe are going to do the work. Mr. Proctor said he wants to put it on the record that he feels you should vote for this democratic team and Mrs. Maria Marcinko.
