CIVIL SERVICE COMMISSION, ACT 78
OFFICIAL MINUTES OF THE REGULAR MEETING OF DECEMBER 15, 2014
The regular meeting of the Civil Service Commission, Act 78, was held in Room 201, City Hall,
40555 Utica Road, Sterling Heights, Michigan.
1. The meeting was called to order at 2:15 P.M. by Chairwoman Terri Jarema.
2. Roll Call
Present: Chairwoman Terri Jarema, Commissioner Irv Droste, and Commissioner Jerry
Griesbeck (via telephone)
Also present: Mark Carufel, City Clerk, Walt Blessed, Human Resources Director, Donald
DeNault, City Attorney, Police Captain John Berg, Police Lieutenant David Smith, and
Police Intern Nick McFarlane
3. Approval of Agenda
Moved by Droste, supported by Griesbeck, to approve the agenda as presented.
Yes: All. The motion carried.
4. Approval of minutes of regular meeting of August 7, 2014.
Moved by Griesbeck, supported by Droste, to approve the minutes of the August 7, 2014
meeting.
Yes: All. The motion carried.
5. Review and certification of Police Officer Eligibility List
Mark Carufel provided the Commissioners with the proposed eligibility list and a proposed
list of applicants who did not meet the minimum requirements for placement on the
eligibility list. Lieutenant Smith and City Attorney Don DeNault provided additional
background information regarding the various incidents that caused several applicants not to
meet the minimum requirements. Upon further review and discussion of the proposed list of
candidates that failed to meet the minimum requirements for placement on the eligibility list,
Commissioner Griesbeck recommended that applicant Caruso be moved to the eligible list
because the reason for his proposed disqualification did not meet the criteria for automatic
disqualification.
Moved by Griesbeck, supported by Droste, to amend the eligibility list with the addition of
applicant Caruso.
Yes: All. The motion carried.
