OFFICIAL MINUTES OF THE REGULAR MEETING OF AUGUST 31, 2015
The regular meeting of the Civil Service Commission, Act 78, was held in Room 201, City Hall,
40555 Utica Road, Sterling Heights, Michigan.
1. Call to Order
The meeting was called to order at 3:34 P.M. by Chairwoman Terri Jarema.
2. Roll Call
Present: Chairwoman Terri Jarema, Commissioner Irv Droste, Commissioner Jerry
Griesbeck, excused absence.
Also present: Mark Carufel, City Clerk, Walt Blessed, Human Resources Director, Donald
DeNault, City Attorney, Police Lieutenant David Smith, Police Sergeant James Belmonte.
3. Approval of Agenda
Moved by Droste, supported by Jarema, to approve the agenda as presented.
Yes: Droste, Jarema. Absent: Griesbeck. The motion carried.
4. Approval of minutes of regular meeting of June 4, 2015
Moved by Droste, supported by Jarema, to approve the minutes of the June 4, 2015 meeting.
Yes: Droste, Jarema. Absent: Griesbeck. The motion carried.
5. Establish eligibility requirements and testing process for a new one (1) year eligibility list.
Lt. Smith discussed the recommended changes to the proposed Police Officer Minimum
Requirements 2015-16, specifically items #5, #8, and the addition of #11. These changes
were made to clarify the requirements. Minor grammatical changes were also proposed to the
Application and Selection Process section. Applicants without certification at the time of
application would be eligible to apply, however applicants must be certified at the time a
conditional job offer is made. Lastly, the applicant must receive a favorable background
investigation and all law enforcement contact must be disclosed as part of the background
investigation.
Walt Blessed stated that applicants will be required to complete the background application
with supporting documents at the time the employment application packet is turned into
EMPCO. He also stated the new 2015-16 eligibility list will be for only one (1) year, which
was allowed per the police officer collective bargaining contract.

The Commission discussed the proposed terminology and reached consensus with those in
attendance regarding minor changes to the new language in items #5, #8, and #11, as follows:
5. Must not have had any convictions, guilty pleas, no contest pleas or plea agreements
relating to any criminal charges regardless whether any penalties were imposed. In
general, any violation listed above is an automatic disqualification. Aapplicants will
not be automatically disqualified for a prior conviction for a misdemeanor punishable
by 90 days in jail or less, but the incident will be evaluated and weighted as part of
the background investigation.
8. Must present proof of current police officer certification or proof of graduation from
certified Police Academy at the time in order to receive a conditional job offer is
made.
11. Applicant must possess good moral character as determined by a favorable
comprehensive background investigation covering school and employment records,
home environment, personal traits and integrity. All previous law enforcement
contact will be considered when determining eligibility under this item, to includeing
expunged, suppressed, orand non-public information.
