STERLING HEIGHTS HOUSING COMMISSION
February 14, 2012
Call To Order by President Miller at 6:00 p.m.
Pledge of Allegiance and Invocation.
Roll Call. Present: Dunlop, Miller, Suwinski, Venetis and Walker. Also Present: Executive
Director Stephanie Burgess, Regional Manager Sabrina Gaddy, Manager Rachel Tononi,
Maintenance Supervisor Jim Francis.
Approval of Agenda. Moved by Venetis, support by Suwinski, to approve agenda. Ayes: All.
Approval of Minutes. Moved by Dunlop, support by Venetis, to approve the January 10, 2012
minutes as amended to include board vote on Business item #3 (Ayes: All). Ayes: All.
Executive Director Report.
Ms. Burgess reported that every year HUD uses the Section 8 Management Assessment Program
to remotely measure public housing agency performance and administration of the housing
choice voucher program. The Sterling Heights Housing Commission (SHHC) received 96 of the
possible 100 points, making the SHHC program a “high performer”.
Ms. Burgess then provided the board with an update regarding the subsidy shortage stating that
the SHHC has adequate operating reserves available should HUD funding be reduced. However,
board action may be necessary to access funds.
Monthly Financial Reports.
Moved by Suwinski, support by Dunlop to approve the January 2012 Monthly Operating
Summaries. Ayes: All.
Moved by Suwinski, support by Dunlop to approve the January 2012 Section 8 Voucher
Program Operating Summaries. Ayes: All.
Service Coordinator Report.
The Service Coordinator assisted 27 residents in January. Upcoming events may include a visit
from the Sterling Heights Fire Department and peripheral arterial screening.
Public Housing Report.
Schoenherr Towers was 100% occupied with 40 applicants on the waiting list, 27 leasing calls
received. Marketing action was taken through the City of Sterling Heights website and
newsletter and Craig’s List.
Section 8 Report.
Currently all vouchers are leased.
Maintenance Report.
There were 9 emergency service requests, 22 year-to-date. There were 193 service requests, 591
year-to-date. No service requests were outstanding.
The second phase of toilet replacement was completed.
Business.
1. Monthly Management Reports. Moved by Venetis, support by Suwinski to approve the
monthly management reports as presented by Fourmidable. Ayes: All.
2. Housing Assistance Program Register & Utility Payables. Moved by Suwinski, support by
Venetis to approve the Housing Assistance payments as presented by Fourmidable. Ayes: All.
3. Approve the Professional Services Agreement between the Sterling Heights Housing
Commission and Plante Moran for Audit Services
Motion by Dunlop, support by Venetis, to approve the Professional Services Agreement between
the SHHCand Plante Moran for audit services and to direct the Executive Director to sign the
agreement on behalf of the SHHC. Ayes: All.
