MINUTES STERLING HEIGHTS HOUSING COMMISSION March 13, 2012 Call To Order by President Miller at 6:00 p.m. Pledge of Allegiance and Invocation. Roll Call. Present: Dunlop, Miller, Suwinski, Venetis and Walker. Also Present: Executive Director Stephanie Burgess, Regional Manager Sabrina Gaddy, Service Coordinator Kristen Kovach, Manager Rachel Tononi, and Jeanie Connelly, Maintenance. Approval of Agenda. Moved by Venetis, support by Suwinski, to approve agenda. Ayes: All. Approval of Minutes. Moved by Dunlop, support by Suwinski, to approve the February 14, 2012 minutes as presented. Ayes: All. Executive Director Report. Ms. Burgess reported that the Department of Housing and Urban Development published guidance on eligible uses of operating fund reserves. There is a possibility that operating reserves may be used for capital projects through September 30, 2012. Ms. Burgess also reported that the newly installed toilets would need to be inspected by the City’s Plumbing Inspector. Monthly Financial Reports. Moved by Suwinski, support by Dunlop to approve the February 2012 Monthly Operating Summaries. Ayes: All. Moved by Venetis, support by Walker to approve the February 2012 Section 8 Voucher Program Operating Summaries. Ayes: All. Service Coordinator Report. The Service Coordinator assisted 153 residents in February. Programs for the month of February included a bake sale, paczki sale, and delivery of fresh bread and produce. Public Housing Report. Schoenherr Towers was 99% occupied with 37 applicants on the waiting list, 23 leasing calls received. Marketing action was taken through the City of Sterling Heights website and newsletter and Craig’s List. Section 8 Report. Currently all vouchers are leased and/or issued. Maintenance Report. There were 12 emergency service requests, 34 year-to-date. There were 136 service requests, 727 year-to-date. No service requests were outstanding. Currently seeking bids for lawn care service. Business. 1. Monthly Management Reports. Moved by Venetis, support by Dunlop to approve the monthly management reports as presented by Fourmidable. Ayes: All. 2. Housing Assistance Program Register & Utility Payables. Moved by Suwinski, support by Venetis to approve the Housing Assistance payments as presented by Fourmidable. Ayes: All. 3. Insurance Renewal. Moved by Venetis, support by Dunlop, to award the Sterling Heights Housing Commission insurance renewal for March 2012 – March 2013 to Meadowbrook Insurance Group in the amount of $27,399. Ayes: All. 4. Subordination Request – Rickie & Lisa Seabrook 14553 Alma Drive. Moved by Dunlop, support by Suwinski to accept to subordinate the City’s position to Wells Fargo Bank and direct the Executive Director to sign the subordination agreement. Ayes: All. 5. Rent Write-Off. Moved by Venetis, support by Suwinski to authorize Fourmidable to write off the balance due for rent in the amount of $3,505.01. Ayes: All. 6. Amended 2012 CFP Budget. Moved by Suwinski, support by Walker approve the amended 2012 Capital Fund Program budget, adjusting the program amount from $175,000 to $124,232 deducting $50,768 from operations. Ayes: All. Public Participation. Resident council reported that 42 people attended their St. Patrick’s day dinner. Adjourn. Moved by Venetis, support Suwinski by to adjourn at 6:23 p.m. Ayes: All.
