STERLING HEIGHTS HOUSING COMMISSION
September 11, 2012
Call To Order by President Miller at 6:08 p.m.
Pledge of Allegiance and Invocation.
Roll Call. Present: Mattera, Miller, Suwinski, Venetis and Walker (arrived 6:18
pm). Also Present: Executive Director Stephanie Burgess, Regional Manager
Sabrina Gaddy, Service Coordinator Kristen Kovach, Public Housing Manager
Rachel Tononi and Maintenance Supervisor Jim Francis.
Approval of Agenda. Moved by Suwinski, support by Venetis, to approve the
agenda as presented. Ayes: All.
Approval of Minutes. Moved by Venetis, support by Mattera, to approve the
August 14, 2012 minutes as presented. Ayes: All.
Executive Director Report.
Ms. Burgess reported that the resident recycling program began on
September 4, 2011 for a cost of $65.00 per month (no cost to residents). Ms.
Burgess explained that the service contract could be amended based on
participation.
Ms. Burgess also thanked the staff for working on the procurement for the
building improvements listed on the agenda.
Monthly Financial Reports.
Moved by Suwinski, support by Venetis to approve the August 2012 Monthly
Operating Summaries. Ayes: All.
Moved by Suwinski, support by Mattera to approve the August 2012 Section 8
Voucher Program Operating Summaries. Ayes: All.
Service Coordinator Report.
The Service Coordinator assisted 17 residents in August. Additional activities
included working with residents on housekeeping issues in order to prepare
for pre-REAC inspections, recertification for Focus Hope, and following up on
lease violation issues.
Public Housing Report.
During the month of August Schoenherr Towers was 99% occupied with 32
applicants on the waiting list, 33 leasing calls received. Marketing action was
taken through the Macomb County Housing sheet, internet, and the City of
Sterling Heights website and newsletter. There were 3 move-outs, and 3
move-ins.
Mr. Venetis inquired about the average time spent on the wait list for
residency at Schoenherr Towers. Ms. Tononi responded that there is currently
a 1-year wait for non-Sterling Heights residents and approximately 4 months
for Sterling Heights residents.
Section 8 Report.
Currently all vouchers are leased and/or issued.
Maintenance Report.
During the month of August there were 7 emergency service requests, 75
year-to-date. There were 281 service requests, 1,779 year-to-date. Two
service requests were outstanding which carried into September. Special
projects included replacement of the community area windows and asphalt
replacement.
Business.
1. Monthly Management Reports. Moved by Venetis, support by
Suwinski to approve the monthly management reports as
presented by Fourmidable. Ayes: All.
2. Housing Assistance Program Register & Utility Payables.
Moved by Suwinski, support by Walker to approve the Housing
Assistance payments as presented by Fourmidable. Ayes: All.
3. To Approve the 2012/13 Budgets Moved by Venetis support by
Mattera, to approve the 2012/13 budgets under resolution number
2012-09-01. Ayes: All.
4. To Award the Contract for Exterior Panel Coating. Moved by
Suwinski, support by Walker, to award the contract for exterior
panel coating to Mark 1 Restoration, whose address is 19035 W.
Davison, Detroit, MI 48223, in the amount of $93,710.00 under
resolution number 2012-09-02. Ayes: All.
5. To Award the Contract for Epoxy Flooring. Moved by Venetis,
support by Walker, to award the contract for epoxy flooring to
Gold Star Painting and Maintenance, Inc., whose address is 1950
Birchwood Ave., Troy, MI 48083, in the amount of $5,385.00
under resolution number 2012-09-03. Ayes: All.
6. To Award the Contract for Foyer Glass Replacement. Moved by
Suwinski, support by Walker, to award the contract for foyer glass
replacement to Artic Window, whose address is 6596 Commerce
Drive, Westland, MI 48085, in the amount of $4,562.00 under
resolution number 2012-09-04. Ayes: All.
7. To Approve the Elevator Bench Purchase. Moved by Suwinski,
support by Walker, to approve the elevator bench purchase from
Direct Supply, whose address is 6767 N. Industrial Road,
Milwaukee, WI 53223, in the amount of $3,543.17 under
resolution number 2012-09-05. Ayes: All.
8. To Award the Contract for Replacement of the East Fence.
Moved by Venetis, support by Suwinski, to award the contract for
the east fence replacement project to Sterling Fence Co., whose
address is P.O. Box 436, St. Clair Shores, MI 48080, in the
amount of $26,380.00 under resolution number 2012-09-06. Ayes:
All.
9. To Award the Contract for the Carport Painting Project. Moved
by Venetis, support by Suwinski, to award the contract for the
carport painting project to Gold Star Painting and Maintenance,
Inc., whose address is 1950 Birchwood Ave., Troy, MI 48083, in
the amount of $3,675.00 under resolution number 2012-09-07.
Public Participation.
Questions were raised about the asphalt replacement project. Ms. Tononi
responded that the residents would be provided with updates as the project
progressed.
