MINUTES STERLING HEIGHTS HOUSING COMMISSION September 10, 2013 Call To Order by President Miller at 6:00 p.m. Pledge of Allegiance and Invocation. Roll Call. Present: Mattera, Miller, Suwinski, Venetis, and Walker. Absent: None. Also Present: Executive Director Denice A. Gerstenberg, Regional Manager Sabrina Gaddy, Public Housing Manager Rachel Tononi, Maintenance Supervisor Jeannie Connelly and Service Coordinator Kristen Misener. Approval of Agenda. Moved by Venetis, support by Suwinski, to approve the agenda as presented. Ayes: All. Approval of Minutes. Moved by Suwinski, support by Walker, to approve the August 13, 2013 minutes as presented. Ayes: All. Executive Director Report. The Sterling Heights Housing Commission recently received their Public Housing Assessment System (PHAS) Score Report from the U.S. Department of Housing and Urban Development. The Housing Commission did very well, scoring 98 out of a possible 100 points. The score is based on the fiscal year financial submission, a physical assessment of building conditions, appropriate use of capital fund dollars, and management practices. Monthly Financial Reports. Moved by Venetis, support by Suwinski to approve the August 2013 Monthly Operating Summary. Ayes: All. Moved by Mattera, support by Walker to approve the August 2013 Section 8 Voucher Program Operating Summary. Ayes: All. Service Coordinator Report A flu shot clinic was arranged for the residents, monitoring services were set up to assist residents with mental health issues and resources for grief counseling were provided. Public Housing Report. During the month of August Schoenherr Towers was 99% occupied with 54 applicants on the waiting list. Marketing action was taken through referrals by current residents, Macomb County Housing Sheet, internet, and the City of Sterling Heights website. There were 22 leasing calls. A flood resulting from a plugged toilet damaged 2 units. Repair costs are estimated at $30,000 due to extensive water damage. Waiting for report from insurance company. Section 8 Report. 35 families are on program, 5 are searching, 58 on the waitlist. Maintenance Report. During the month of August there were 4 emergency service requests, 66 year-to-date. There were 295 service requests, 1,865 year-to-date. Business. 1. Monthly Management Reports. Moved by Suwinski, support by Venetis to approve the monthly management reports as presented by Fourmidable. Ayes: All. 2. Subordination Request – 11821 Plumbrook. Moved by Venetis, support by Suwinski to approve the subordination request for Karmen Reed for 11821 Plumbrook under Resolution 2013-9-1. Ayes: All. 3. The 2013/14 Capital Fund Program. Moved by Materra, support by Suwinski to approve the Capital Fund Program under Resolution 2013-9-2. Ayes: All. 4. Write-Off for Larry Goans. Moved by Venetis, support by Walker, to authorize Fourmidable to write off the amount of $97.00 for Larry Goans under Resolution 2013-9-3. Ayes: All. 5. 2013/14 Housing Choice Voucher Budget. Moved by Suwinski, support by Walker to approve 2013/14 Housing Choice Voucher Budget under Resolution 2013-9-4. Ayes: All. 6. The 2013/14 Operating Budget. Moved by Venetis, support by Walker to approve the 2013/14 Operating Budget under Resolution 2013-9-5. Ayes: All. Public Participation. Resident Council President Ina Jodway invited all for strawberry shortcakes on September 23 at 2 PM. There will be no Halloween Party this year, just cider and donuts for residents. Adjourn.
