MINUTES OF THE REGULAR MEETING HELD WEDNESDAY, JANUARY 11, 2012

Vice Chairperson Davis called the meeting to order at 2:58 p.m.
Members present: Mario Bassi, Wayne Davis, and Pete Mattera
Members absent: Jack Beard (excused) and Christine Kesek, (excused)
Also in attendance: Jim Buhlinger, Public Works Manager, Sal Conigliaro, DPW Director
APPROVAL OF AGENDA:
Moved by Mattera, supported by Bassi, to approve the Agenda as presented.

APPROVAL OF MINUTES:
Moved by Bassi, supported by Mattera, to approve the Minutes of the Regular Meeting of
December 14, 2011, as presented.

RECEIVE AND FILE CORRESPONDENCE:
Mr. Buhlinger indicated that all refuse/recycling/yard waste correspondence received/sent by
DPW Administration since last meeting in December has been delineated and presented under
Correspondence on the Agenda. As previously discussed by the Solid Waste Management
Commission (SWMC), copies of these correspondences were available at the meeting for
review and discussion.
Additionally, the Waste & Recycling News publications received since the last meeting were
listed under Correspondence and were available for review.
Moved by Bassi, supported by Mattera, to receive and file correspondence as presented.

COMMUNICATION FROM CITIZENS:
There was no communication from citizens.
SOLID WASTE MANAGEMENT COMMISSION AGENDA
OLD BUSINESS
A. Macomb County Solid Waste Plan – Mr. Conigliaro indicated that there has been no
action taken by the Macomb County Solid Waste Commission.
B. Senate Bill 725 of 2009 – Mr. Buhlinger indicated that this senate bill remains in the
committee. He distributed a copy of the January 11, 2012 printout from the web site
relating to SB 0725. Mr. Conigliaro mentioned that although there has been no action on
this bill for some time, it is not dead. Staff will continue to monitor legislative activity.
NEW BUSINESS
A. Future Meetings – Meetings are published, scheduled, and conducted on the second
Wednesday of each month. Quarterly meetings occur every three months with analysis
of data captured and graphed by staff.
B. Administrative Comments:
a. Voluntary Curbside Recycling – Mr. Conigliaro updated the Commission on
the status of the proposal. With only a couple slight modifications, his
recommendation is complete and will be forwarded to the City Clerk for
inclusion on the February 7 agenda of the City Council.
b. E-Waste Recycling Events - collaboration plans – Sterling Heights
Purchasing has yet to complete the RFP for this effort. At the present time,
we are hopeful that the RFP will be complete sometime soon to be shared
with the communities involved as well as the Solid Waste Management
Commission.
D. Commission Members Comments:
a. There were no comments from the Commission for discussion.
The next Solid Waste Management Commission Meeting is scheduled for Wednesday, February 8,
2012, at 3:00 p.m. at the D.P.W. Facility.
