Authorize the City Manager to submit applications to the Department of Resources Recycling and Recovery for any and all grant and payment programs offered. 2. Authorize the City Manager, or his/her designee, to act as the Signature Authority to execute all documents necessary to implement and secure payment, and implement the approved grant or payment project. 3. Authorize that this authorization be effective for five years from the date of adoption unless rescinded by the Signature Authority of this governing body. Authorize the repayment of $1,261,913.52 from the General Fund Contingency to the Successor Agency to resolve Finding #1 in the Stockton Redevelopment Agency Asset Transfer Review Report issued by the California State Controller's Office (SCO) in August of 2013. 2. Authorize the City Manager to take necessary and appropriate actions to carry out the purpose and intent of the resolution. And it is recommended that the Successor Agency to the former Stockton Redevelopment Agency (Successor Agency) approve a resolution to: 1. Authorize the appropriate disbursement of $1,261,913.52 in accordance with Health & Safety Code sections 34176, 34177(d) and (e), and 34181 as necessary to resolve Finding #1 in the Stockton Redevelopment Agency Asset Transfer Review Report issued by the SCO in August of 2013. 2.
