Citizen Access: Stonecrest You Tube Live Channel I. CALL TO ORDER: George Turner, Mayor Pro-Tern - All members present/Mayor Jason Lary on medical leave. II. ROLL CALL: Sony'a Isom, Deputy City Clerk III. AGENDA DISCUSSION ITEMS a. ADOPTION -2021 Millage Rate Adoption Gia Scruggs - The City of Stonecrest is wanting to adopt the rollback calculation for 2021 with a rate of 1.336. This means an increase in the property tax is not necessary to maintain the current service level and is consistent with what is budgeted for 2021. Motion 1 - made by Council Member Jazzmin Cobble to open the public hearing for 2021 Millage Rate Adoption. Second by Council Member Rob Turner. Motion passed unanimously. No public comments received. Motion 2 - made by Council Member Rob Turner to close the public hearing for 2021 Millage Rate Adoption. Second by Council Member Tammy Grimes. Motion passed unanimously. Second by Council Member Rob Turner. Motion passed unanimously. b. APPROVAL - to establish a separate bank account for the 2021 American Rescue Plan Act. Gia Scruggs - In preparation for the distribution of the American Rescue Plan Act of 2021, and in order to receive the funds from the State of Georgia, the Finance Director is seeking approval to establish a separate bank account for deposit of these funds and also approval to establish a separate fund in the general ledger to properly account for the funds. Motion 4 - made by Council Member Jazzmin Cobble to allow the City Finance Director to establish a separate bank account for the American Rescue Plan Act funds for 2021. Second by Council Member Rob Turner. Motion passed unanimously. c. EXECUTIVE SESSION Motion 5 - made by Council Member Tammy Grimes to go into Executive Session for discussion of personnel matters. Second by Council Member Jimmy Clanton. Motion passed unanimously. Motion 6 - made by Council Member Rob Turner to come out of Executive Session on personnel matters and resume the Special Called Meeting. Second by Council Member Jazmin Cobble.
