STORY CITY, IOWA July 6, 2020
Mayor Jensen called the council meeting to order on Monday, July 6, 2020, at 7:00
pm in City Hall.
Present: Mayor Jensen, Administrator Jackson, Attorney Larson
Council Members: Ostrem, Phillips, Solberg, Crutchfield, and Sporleder
Absent: None
Also Present: Nicole Engelhardt and Shannon McKinley, GCC Carousel; Eric
Gabrielson
Motion by Solberg, seconded by Sporleder to amend the agenda to include the
request from Immanuel Lutheran Church.
Aye: Ostrem, Phillips, Solberg, Crutchfield, and Sporleder
Nay: None
Motion Carried.
Motion by Sporleder, seconded by Crutchfield, to approve the June 15, 2020
regular meeting and June 29, 2020 special meeting minutes.
Aye: Ostrem, Phillips, Solberg, Crutchfield, and Sporleder

A) RESOLUTION NO. 20-69 – APPROVING CONTRACT AND
PERFORMANCE AND/OR PAYMENT BONDS FOR THE 2020
STREET IMPROVEMENTS PROJECT – NORTH ELM AVENUE
AND FACTORY OUTLET DRIVE
Motion by Phillips, seconded by Solberg, to approve Resolution No. 20-69 –
Approving Contract and Performance and/or Payment Bonds for the 2020
Street Improvements Project – North Elm Avenue and Factory Outlet Drive

B) RESOLUTION NO. 20-70 – REQUESTING SUPPORT AND
FUNDING FOR STORY COUNTY HOUSING TRUST
Motion by Crutchfield, seconded by Phillips to approve Resolution No. 20-
70 – Requesting Support and Funding for Story County Housing Trust

C) RESOLUTION NO. 20-71 – ADOPTING REQUIREMENTS FOR
FACE COVERINGS IN CITY BUILDINGS
Motion by Sporleder, seconded by Phillips to approve Resolution No. 20-71
– Adopting Requirements for Face Coverings in City Buildings
Aye: Ostrem, Phillips, Solberg, Crutchfield, and Sporleder

ADMINISTRATIVE ITEMS
A) Wastewater Treatment Facility Phase 1 Improvements:
1. Approve Change Order No. 1
Motion by Solberg, seconded by Sporleder to approve Wastewater
Treatment Facility Phase 1 Improvements Change Order No. 1
Aye: Ostrem, Phillips, Solberg, Crutchfield, and Sporleder
Nay: None

B) Review and Discuss Proposed Marvick’s Third Addition
Information presented by Eric Gabrielson to council regarding a 10 lot
housing subdivision. City Administrator Jackson explained that the city
would need to increase the size of the water main on Larson Avenue at an
estimated cost of $120,000, and that Eric Gabrielson will pay for $20,000 of
that cost. General discussion by council. No action taken.
MAYOR & CITY COUNCIL AGENDA ITEMS
A) Discussion and Update on Facilities, Services, Events, and Budget related to
COVID-19
Administrator Jackson presented updates to the council about the facilities
such as the City Hall lobby, Fairview Lodge and Viking Hall, Senior Center,
summer recreation programs, and the Library. The City Council concurred
with recommendations made by Administrator Jackson and Mayor Jensen to
maintain the current closure of the lobby at city hall, Fairview Lodge,
Viking Hall, and the senior center through the month of July. Nicole
Engelhardt and Shannon McKinley presented information to the council
about National Carousel Days in July and their plans for traffic flow in
relationship to what city facilities are going to be open at that time.
B) Request from Immanuel Lutheran Church.
Motion by Crutchfield, seconded by Sporleder to approve request from
Immanuel Lutheran Church to host a drive through meal in the north shelter
of the north park.

Motion Carried.
APPROVAL OF BILLS AND CLAIMS FOR JUNE
Motion by Sporleder, seconded by Crutchfield to approve bills and claims
for June.

Nay: None
Motion Carried.
There being no further business before council, the meeting adjourned at 7:50 p.m.
